PURPOSE OF POSITION:
Provides cost, budget, and project control analysis for a variety of internally and grant funded capital projects. Monitors and reports on assigned capital projects to ensure compliance with corporate and governmental agencies policy and procedures.

Duties and Responsibilities:
Develops, monitors, and analyzes project budgets and project controls for assigned internal and grant funded projects as assigned.     Reviews and analyzes detailed project invoices, ensures proper invoice coding, assists with contract compliance verification, and monitors expenditures for assigned projects. Ensures proper documentation is distributed to appropriate personnel.
Reviews Authority for Expenditures (AFEs) for accuracy in support of capital projects.  Ensures AFE supplements and closeouts are prepared properly. Participates in the written and/or oral status reporting on assigned projects to ARRC employees, federal, state, and community groups as required.  Coordinates and/or participates with coordinated efforts to accomplish project plan goals and deadlines.
Coordinates with Project Management and Procurement Departments to facilitate procurement actions and ensures that all materials and/or services needed for assigned projects are coded as issued to the project and requisitions are prepared.
Collaborates with Grants Department and Project Management personnel to ensure all financial and grant reporting requirements are properly completed for assigned projects within required time frames and approved budgetary amounts.
Other duties as assigned
May be required to participate in Incident Command exercises and activities.

FACTOR 1:  Technical and Operational Knowledge
Exhibits familiarity with budget and cost control methods. Performs grant processes, procurement processes, budgets and cost control methods. Knowledgeable of ARRC Finance and federal grant reporting procedures. Understands and applies appropriate Federal grant reporting requirements. Demonstrates proficiency with computers and related software programs.  
 
Factor 2: Analytical Skills and Impact
Analyzes budgets and expenditures, develops options, and identifies opportunities for performance/cost improvements.  Directs and provides ongoing support to project related departments and activities to ensure proper process compliance for the project timeline.
 
FACTOR 3: Supervision and Control
This position does not have supervisory responsibilities.   Manages work performed on assigned projects to include the coordination, information, and support for Project and Grant Management efforts on all phases of assigned projects.  Regularly exercises independent judgment on matters of significance.  
 
FACTOR 4: Communication
Communicates with ARRC employees representing all levels of the organization and various departments for the purpose of coordinating information on all phases of assigned projects.
 
Works with federal, state, and local agencies to ensure that all regulatory requirements are met on assigned projects.  Provides informational presentations to ARRC officials and interested community groups as needed.
 
FACTOR 5: Working Conditions
Work is performed in a standard office environment and occasionally on construction sites. Essential functions may be performed with occasional adverse environmental conditions.
