Job Summary:
The Project Analyst will support Army Environmental Command (AEC) by evaluating existing environmental service contracts and identifying opportunities to transition those contracts into Intergovernmental Support Agreements (IGSAs). This role combines environmental program knowledge with contract analysis, stakeholder coordination, and partnership research.
The analyst will work closely with AEC staff, legal and contracting stakeholders, and potential local partners to assess feasibility, develop recommendations, and support the formation of IGSA partnerships that enhance mission efficiency and cost-effectiveness.
This position is well suited for a self-driven professional with strong analytical, research, and communication skills who is interested in government partnerships, environmental programs, and alternative service delivery models.
Duties and Responsibilities:
Environmental Contract & Program Analysis
- Review and analyze AEC’s existing environmental contracts (e.g., compliance, remediation, conservation, waste management, and related services).
- Identify environmental work scopes that are suitable candidates for conversion to IGSA-based delivery models.
- Compare traditional contract vehicles versus IGSA approaches, including scope, cost, risk, and execution considerations.
- Support documentation of findings, recommendations, and proposed pathways for contract transition.
IGSA Research & Development
- Research IGSA authorities, policies, and best practices as they relate to environmental services.
- Conduct market and partner research to identify local, state, tribal, or regional government entities capable of supporting IGSA agreements.
- Analyze potential partner capabilities, alignment with AEC requirements, and feasibility considerations.
- Assist in the development of IGSA concepts, white papers, briefings, and decision-support materials.
Stakeholder Coordination & Engagement
- Support coordination between AEC, contracting offices, legal teams, and environmental program managers.
- Assist with meetings, workshops, and communications involving internal stakeholders and potential IGSA partners.
- Develop briefing materials, summaries, and presentations for leadership review.
- Serve as a liaison supporting collaboration between technical, functional, and external partners.
Project & Administrative Support
- Support project schedules, task tracking, and documentation related to IGSA development efforts.
- Assist with data collection, analysis, and maintenance of contract and partnership tracking tools.
- Contribute to technical writing deliverables, including reports, analyses, and implementation roadmaps.
- Perform other analytical and program support duties as assigned.
Qualifications and Experience:
- Bachelor’s Degree in Environmental Science, Environmental Engineering, Public Administration, Public Policy, Business, or a related field.
- 1–4 years of experience supporting environmental programs, government contracts, program analysis, or partnership development.
- Familiarity with environmental regulations and programs (e.g., CERCLA, RCRA, NEPA, compliance or remediation services).
- Strong analytical, research, and problem-solving skills.
- Experience producing clear, well-organized written deliverables and briefings.
- Proficiency in Microsoft Office (Word, Excel, PowerPoint); ability to learn contract or project tracking tools.
- Strong communication skills and comfort engaging with government and external stakeholders.
- S. Citizenship required.
Preferred:
- Experience working with or supporting Department of Defense, Army, or Federal environmental programs.
- Familiarity with IGSA, P3/P4, or other public-public or public-private partnership models.
- Exposure to contract analysis, acquisition support, or alternative service delivery models.
- Experience working with state, local, or regional government entities.
Location: San Antonio, TX (Hybrid at Fort Sam Houston)
Travel: Occasional (Up to 25%)
Compensation:
The expected base salary range for this role is $55,000-$70,000. Actual compensation will be determined based on a number of factors including skills, experience, qualifications, and location.
