Project Control Analyst – Healthcare Application Evaluation & Integration Program

Position Summary 

The Project Control Analyst supports the planning, monitoring, reporting, and governance activities for a healthcare application evaluation project focused on assessing, selecting, and preparing a healthcare technology solution for future integration with MHS GENESIS and JOMIS. 

This role is responsible for maintaining project controls, tracking scope, schedule, cost, risks, and performance metrics while ensuring alignment with healthcare, defense, and enterprise IT program requirements. The Project Control Analyst will work closely with project managers, technical teams, healthcare stakeholders, integration architects, and executive leadership to provide accurate project visibility and support informed decision-making throughout the evaluation and implementation lifecycle. 

Key Responsibilities 

Project Planning & Controls 

  • Develop, maintain, and monitor integrated project schedules, milestones, and deliverables. 

  • Support project baseline development for scope, schedule, task management, resource, and budget management. 

  • Develop and maintain risk register 

  • Track project performance against approved plans and identify variances. 

  • Prepare project status reports, dashboards, and executive-level briefings. 

  • Monitor critical path activities and recommend corrective actions when required. 

  • Support project forecasting and resource utilization analysis. 

Healthcare Application Evaluation Support 

  • Assist in managing evaluation activities for healthcare applications, including requirements validation, vendor assessments, proof-of-concept activities, and stakeholder reviews. 

  • Track evaluation criteria, scoring methodologies, and decision documentation. 

  • Coordinate project artifacts and ensure traceability between business requirements and evaluation outcomes. 

  • Monitor compliance with healthcare information management standards, security requirements, and interoperability objectives. 

Integration Readiness Management 

  • Support planning activities related to future integration with MHS GENESIS and JOMIS environments. 

  • Coordinate with technical architects and interoperability teams to track integration dependencies, interface requirements, and data migration considerations. 

  • Monitor milestones associated with: 

  • System interoperability assessments 

  • Data exchange requirements 

  • API and interface development readiness 

  • Security accreditation activities 

  • Testing and validation events 

  • Maintain integration risk and dependency registers. 

Risk, Issue & Change Management 

  • Facilitate risk identification, analysis, mitigation planning, and reporting. 

  • Maintain project risk, issue, assumption, and dependency (RAID) logs. 

  • Track change requests and assess schedule, cost, and resource impacts. 

  • Escalate critical risks and issues to project leadership as appropriate. 

  • Support governance reviews and decision-making processes. 

Financial & Resource Management 

  • Monitor project budgets, expenditures, and forecasts. 

  • Support earned value management (EVM) and project performance reporting where applicable. 

  • Analyze staffing requirements and resource allocations. 

  • Assist in procurement tracking and contract performance monitoring. 

Stakeholder Reporting & Governance 

  • Prepare recurring governance packages, project reviews, and executive reports. 

  • Coordinate status meetings, action item tracking, and project documentation. 

  • Ensure project reporting aligns with organizational PMO standards and governance frameworks. 

  • Maintain project records and audit-ready documentation. 

Required Qualifications 

  • Bachelor's degree in Business Administration, Project Management, Information Systems, Healthcare Administration, Engineering, or a related field. 

  • 3–7 years of experience in project controls, project coordination, PMO support, or program management. 

  • Experience supporting large-scale healthcare IT, enterprise software, or government technology projects. 

  • Strong understanding of project scheduling, budgeting, risk management, and reporting practices. 

  • Experience with project management methodologies including Agile, Hybrid, and Waterfall. 

  • Proficiency with project management and reporting tools such as: 

  • Microsoft Project 

  • Microsoft Excel (advanced) 

  • Microsoft Power BI 

  • Jira 

  • Confluence 

  • SharePoint 

Preferred Qualifications 

  • Experience supporting healthcare systems, electronic health records (EHR), or clinical applications. 

  • Familiarity with MHS GENESIS and Department of Defense healthcare environments. 

  • Knowledge of JOMIS initiatives and operational medicine systems. 

  • Understanding of healthcare interoperability standards, including: 

  • HL7 

  • FHIR 

  • DICOM 

  • Experience with cybersecurity compliance, accreditation, or government regulatory frameworks. 

  • PMP, PMI-SP, CAPM, or equivalent project management certification.
