    Description

We're adding a Project Controls & Estimating Coordinator to our corporate Operations team, which manages the planning and day-to-day support behind PCSI’s federal service contracts on military installations nationwide. In this role, you’ll prepare cost estimates for existing contracts, change orders, renewals, and new business opportunities by reviewing scopes of work, contract requirements, staffing needs, materials, equipment, subcontractor costs, and other key project details. You’ll partner closely with Operations, Business Development, Finance, Contracts, and other internal teams to gather information, analyze project needs, and support accurate, well-informed pricing decisions.

This position reports to a Director of Operations and supports the full Operations leadership team by helping coordinate priorities, organize project updates, track follow-up items, and keep operational work moving forward across our federal service contracts. We're looking for an estimator or cost accountant who enjoys bringing structure, follow-through, and analytical thinking to complex operational work.

    How You’ll Work:

    • Based primarily at the Corporate Headquarters office in south Austin, TX.
    • Monday-Friday hybrid schedule, up to 2 days per week remote.
    • Must be located in the Austin, TX metro area.

    Benefits Include:

    • Annual bonus opportunity up to 8%.
    • Comprehensive medical, dental, and vision coverage with 100% employer-paid premiums for Employee Only plans.
    • 401(k) with company match up to 6%, with pre-tax and Roth options, and 100% immediate vesting upon eligibility.
    • Company-paid short-term and long-term disability, plus additional voluntary benefit options.
    • 21 days of PTO each year, in addition to all federal holidays.

        Who We Are:

PCSI is a non-profit organization whose mission is to enhance the lives of people with disabilities through employment, advocacy, partnerships, and innovation. We vet, prepare, lead, and sustain a skilled workforce that provides top-tier services at job sites across the country. Our areas of expertise are wide and diverse; total facilities maintenance, hospital environmental services, custodial and grounds, disability awareness training, job coaching, and job placement are just a few. We integrate people with disabilities and veterans into meaningful jobs with competitive wages and benefits. Serving people of all abilities in their life’s journey is at the heart of what we do.

What You'll Do as Project Controls & Estimating Coordinator:

        Operations Leadership Support

        • Serve as a project support resource for Operations leadership, helping coordinate priorities, meetings, follow-up items, and cross-functional communication.
        • Maintain visibility into open action items, deadlines, and project needs by organizing task lists, status updates, and recurring follow-ups with internal stakeholders.
        • Support federal service contract operations across lines of business such as Facility Maintenance, Fleet Maintenance, Food Service, Logistics, and Environmental Services.
        • Provide internal coordination support in the absence of a region’s senior Operations leader, helping route questions, gather updates, and maintain continuity on operational needs.
        • Analyze, interpret, summarize, and present administrative, operational, and technical information clearly for internal stakeholders and external sources as needed.

        Project Controls and Cost Estimating

        • Estimate the resources needed to perform contract work for existing contracts, change orders, renewals, and new business proposals.
        • Review solicitation documents, scopes of work, contract requirements, and technical data to perform preliminary cost analysis.
        • Analyze staffing levels, service requirements, equipment needs, material usage, subcontractor costs, and other cost drivers to support pricing decisions and proposal development.
        • Partner with Operations, Business Development, Finance, Contracts, and other internal teams to gather information needed to build accurate and complete cost estimates.
        • Conduct project performance analysis using earned value techniques.
        • Use analytics to interpret, summarize, and report on project performance and organizational trends to internal and external stakeholders.
        • Act as cost system administrator for assigned projects, including preparing ad hoc reports, supporting executive-level needs, and assisting Project Managers with project cost information.
        • Implement and maintain cost accounting procedures and estimating methods.
        • Coordinate with Operations leaders to assist with change order development.
        • Support Business Development with proposal development for new projects and renewals of existing contract work by preparing cost estimates and supporting documentation.

Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.
