    Job Overview:

    The Project Controls Manager (PCM) provides leadership, oversight, and strategic accountability for the full suite of main core Project Controls work processes i.e. Budget Management, Cost Management, Trending Analysis & Forecasting, Change Management, Riks Management, Schedule Management and Progress & Performance across Primoris Renewables projects. This role is responsible for ensuring that project cost, schedule, risk, and forecasting processes are executed with excellence and consistency. The PCM serves as a key business partner to Operations Management, in the execution of renewable projects. Responsible for driving transparency, predictability, and proactive management of project outcomes.

    The Project Controls Manager develops high-performing project controls teams, fostering a culture of ownership, collaboration, continuous improvement, and alignment with Primoris’ core values. This individual must demonstrate strong leadership, communication, and project controls expertise, ensuring our teams have the tools, processes, and support necessary to deliver successful project results.

    Primary Job Responsibilities & Project Controls Excellence

    The PCM ensures predictable project outcomes through strong oversight of controls, planning, and monitoring processes:

    • Oversee and manage the core project controls activities including the following:
      • Budget Management: Load & reconcile budgets / establish budget plan for staff and indirect cost components / update current budgets based on approved COs / update WAC based on approved variances.
      • Cost Management: Track, reconcile & report commitments and expenditure / track, reconcile & report work hours & labor / manage & report allowances and contingency / report budgets & EAC workhours & cost by CBS.
      • Trending Analysis & Forecasting: Forecast milestones & schedule completion / analyze & forecast quantity deviations / analyze & forecast productivity, manpower & workhours to-go / track & forecast material & subcontracts / update, maintain & forecast indirect staff / update, maintain & forecast Indirect non-labor.
      • Change Management: Identify & document potential Cos & budget deviations / assess schedule, workhour & cost impact / classify the variance: CO – work content variance – forecast variance / project management review and approval.
      • Risk Management: Facilitate risk awareness / identify, document & track threats & risk status / identify, document & track opportunities / manage contingency and drawdowns.
      • Schedule Management: Resource load, level project master construction schedules / integrate sub-contractors schedules into master schedule / establish the baseline / develop progress, manpower & productivity metrics / analyze the critical path, float & status & update the schedule.
      • Progress & Performance: Load & reconcile quantities & workhours budgets by WBS / update quantities & workhours with construction quantity take-off data / weekly update quantities installed from site production trackers & validate earned progress / report % complete, quantity installed & productivity / assess workforce planning with schedule quantities and workhours to earn.
    • Ensure teams monitor project performance against baseline plans using KPIs, identifying cost or schedule deviations early.
    • Lead monthly forecast reviews and validate cost-to-complete and cost-at-completion forecasts.
    • Support project teams in identifying scope changes and developing accurate change orders.
    • Identify and communicate risks to project cost, productivity, and schedule; support mitigation planning and recovery strategies.
    • Ensure validation of reported progress from field teams and notify stakeholders of deviations.
    • Collaborate with accounting department to facilitate work in progress reviews, revenue recognition, monthly, quarterly, and fiscal year-end close-out processes.
    • Provide high-quality monthly management reports and executive-level insights.

    People Leadership & Team Development

    • Manage the project controllers, project controls coordinators and schedulers and support the management of their projects, including performance reviews, mentoring, hiring, and succession planning.
    • Provide continuous coaching and feedback to build technical strength and compliance to standard PRE project controls work processes throughout the team.
    • Support a work environment that encourages collaboration, personal achievement, and career growth.
    • Ensure consistent practices and standards across all projects and project teams.
    • Facilitate weekly & monthly project team meetings and recurring 1:1 coaching sessions with your direct reports.

    Operational Alignment & Continuous Improvement

    • Partner closely with Operations, Business Unit Directors, Accounting, Supply Chain, and other functional leaders to ensure alignment and project success.
    • Participate in standardization and continuous improvement initiatives in project controls processes, tools, metrics, and reporting.
    • Support implementation and optimization of systems such as CMS, Viewpoint, Primavera P6, EcoSys, and related project controls platforms.
    • Identify operational bottlenecks and remove roadblocks to ensure teams work efficiently and effectively.
    • Collaborate with the Controller on accounting processes impacting project cost accuracy and financial reporting.

    Risk Management & Compliance

    • Ensure alignment with project controls processes and procedures and support other functional requirements like contract requirements, billing standards, AR follow-up, lien waiver processes, purchase order reconciliation, and project accounting requirements where project controls can influence these processes.
    • Conduct Peer Reviews of project controls practices to ensure accuracy, compliance, and consistency.
    • Assess risks across project portfolios and support strategies to mitigate cost, schedule, and operational exposure.

    Minimum Qualifications

    • Bachelor’s Degree in Construction Management, Engineering, Accounting/Finance, Business, Project Management, or equivalent experience.
    • 10+ years of experience in Project Controls within construction; solar, renewable energy, or power generation experience strongly preferred.
    • Proven leadership experience managing project controls teams.
    • Strong financial acumen, analytical ability, and understanding of self-perform construction job costing.
    • Strong communication skills (written and verbal) and ability to collaborate across departments.
    • Valid driver’s license; travel required.

    Preferred Skills & Abilities

    • Proficiency with Excel, MS Office, Primavera P6, EcoSys, Viewpoint, and document control systems.
    • Ability to read and understand drawings, specifications, and contract documents.
    • Strong organization, detail orientation, and ability to work in a fast-paced environment.
    • Self-directed, resourceful, and able to adjust quickly to shifting priorities.
    • Commitment to continuous improvement and operational excellence.
    • Ability to travel up to 50% of the time

    Benefits and Pay:

    • Salary range $180,000 - $210,000 annually, dependent on experience, qualifications, and competencies. This salary range is subject to change
