JOB SUMMARY:

The Project Controls & Technology Manager reports directly to the Director of Chemical Services and is responsible for developing accurate project estimates, detailed execution plans, and performance tracking systems for Unit Decon and Reactive Chemical Cleaning projects.

This role ensures effective project planning, cost control, and the implementation of digital tools, data analytics, and automation to enhance execution, efficiency, and decision-making.

JOB DESCRIPTION/RESPONSIBILITIES:

Operational & Technical Oversight

  • Review RFQs, job scopes, and customer requirements to develop accurate and competitive project proposals.
  • Perform site walks (as required) to assess scope, risks, logistics, and resource needs.
  • Develop detailed cost estimates including:
    • Labor
    • Equipment
    • Chemicals
    • Rentals
    • Logistics
  • Build preliminary project execution plans including:
    • Schedules and timelines
    • Manpower requirements
    • Equipment lists
  • Collaborate with the Director of Chemical Services and Senior Project Managers on large or complex bids.
  • Identify potential project risks and recommend mitigation strategies during planning.
  • Maintain pricing templates and historical job data for benchmarking and forecasting.
  • Coordinate with vendors and suppliers for competitive pricing and availability.

Project Controls & Technology

  • Develop and implement real-time cost tracking systems for active projects.
  • Establish tracking metrics (cost, schedule, productivity).
  • Drive the use of digital tools for:
    • Estimating and planning
    • Documentation and reporting
    • Data analytics and dashboards
  • Identify and implement automation opportunities to improve workflow efficiency.
  • Support continuous improvement of estimation accuracy and project forecasting.

Project Coordination & Documentation

  • Assist in preparation of customer proposals and bid packages.
  • Support project teams with updates to plans and estimates as scopes evolve.
  • Ensure project documentation is accurate, standardized, and maintained.
  • Coordinate with field teams to align plans with actual execution conditions.
  • Work with the Director of Industrial Services to improve division-wide documentation and paperwork efficiency.

Safety & Compliance

  • Promote and enforce strict adherence to safety policies, procedures, and job-specific requirements.
  • Ensure estimates and plans incorporate safety controls, PPE requirements, and regulatory compliance.
  • Support job hazard analysis (JHA) development during planning.

 Leadership & Team Development

  • Train, coach, and mentor estimators and project support staff.
  • Provide guidance on cost modeling, planning standards, and best practices.
  • Promote a culture of accountability, safety, and continuous improvement.

Customer & Business Support

  • Support business development efforts through accurate, timely, and competitive proposals.
  • Participate in client meetings and scope reviews when required.
  • Build strong working relationships with customers, vendors, and internal teams.
  • Contribute to improving win rates and project profitability.

 REQUIRED QUALIFICATIONS:

  • Minimum 10+ years of experience in reactive chemical cleaning or industrial services.
  • Strong knowledge of unit decontamination and reactive chemical cleaning operations.
  • Proven experience in project estimating, planning, and execution.
  • Ability to read and interpret:
    • P&IDs
    • PFDs
    • Isometric drawings
    • Engineering schematics
  • Proficiency in Microsoft 365 Suite (Excel, Teams, Project, etc.).
  • Working knowledge of Microsoft Visio and Bluebeam.
  • Strong analytical, organizational, and problem-solving skills.
  • Ability to manage multiple projects in a fast-paced environment.

 PHYSICAL REQUIREMENTS:

  • Ability to sit, stand, and walk for extended periods throughout the workday.
  • Ability to reach above shoulder height, bend below the waist, and position equipment as required.
  • Ability to lift to 50 lbs., including overhead lifting, using proper lifting techniques.

 WORK ENVIRONMENT:

  • Frequent exposure to chemical and environmental dust, fumes, exhaust, and highly pressurized fluids.
  • Appropriate respiratory protective equipment will be provided when required.
  • Occasional work in extreme climate conditions, including:
  • High heat (95°F+ heat index with high humidity)
  • Subzero temperatures, depending on geographic location
  • Noise levels frequently exceed 85 dBA; hearing protection is required
