Job Description Manages and directs all phases of infrastructure project delivery &construction activities that includemanagement, execution and supervision of roadway, drainage, bridge, Traffic, other maintenance construction projects and all accessory actives. Provide design & construction compliance services within the guidelines of County and departmental procedures and regulations, accepted engineering standards and surveying methods, state & federal guidelines, and approved development & construction plans. This position works closely with Augusta Engineering assistant directors, other managers, Georgia DOT personnel, design consultants, contractors, surveyors, utilities companies, citizens, and other city departments.Principal Duties and Responsibilities Manages and inspects projects through infrastructure design & construction phases including utilities, engineering inspections, construction quality control and quality assurance, and Erosion, Sedimentation & Pollution Control inspections & compliance.Provides project management oversight for infrastructure projects. Manages consultants & contractors on county projects and oversee construction and other projects carried out by general contractors and on call services.Maintain activity logs and provide monthly progress report for assigned projects; responsible for the daily coordination, cost accounting, project design coordination & review, scheduling, and creating reports for assigned projects.Serve as construction site liaison resolving design, construction and maintenance problems through field engineering changes, and dispute resolution through communication.Prepare construction cost estimates and payment requests. Manage infrastructure project schedule based on contract for timely completion of the projects.Review construction plans and specifications. conduct final construction plans constructability.Supervise, train, guide and evaluate subordinate staffPerforms other duties of a similar nature or level.Education Bachelor's degree in engineering with emphasis in construction of geotechnical field or related occupational field; or any equivalent combination of education, training, and linear infrastructure construction experience, which provides the requisite knowledge, skills, and abilities for this job.Experience Four (4) years in roadway, drainage, bridge, traffic and infrastructure improvements projects construction management and support in such projects design, planning, and coordination.Certification Must possess or have ability to obtain Georgia E&S Level 1B certification within 90 days of employment.May possess or have ability to obtain Georgia E&S Level II (Reviewer) certification within 12 months of employment.Possession of a Professional Engineer License (PE) preferred.Licensing Possess a valid State operator/driver's license for the type of vehicle or equipment operated.Knowledge, Skills, and Abilities Excellent knowledge of engineering, road construction, drainage system installation, vegetation management, construction materials and structural fill.Good knowledge of principal and practices of survey, design, and construction.Proficiency in principles of planning budgeting and purchasing.Ability to assess the operational effectiveness of contractors.Ability to negotiate with contactors regarding changes to design, construction work scope and fee, and schedules.Mastery of applying modern construction and maintenance techniques, approved safety standards, funding procedures, legal requirements for roads, and interpreting ordinances and regulations as related to public infrastructure.Ability to effectively solve construction problems and conflictsAbility to delegate and manage multiple operations effectivelyGood communication skills, both oral and written, and demonstrated ability to work independently.Good knowledge of grading, paving, soil stabilization, construction material testing, soil mechanics, erosion control and grasses.Read and interpret engineering plans, blueprints and specifications, records of surveys, and tract descriptions.Good computer skills and familiar with word processing and spread sheet softwareDemonstrated ability to supervise and/or train designated subordinate personnel.Performance Aptitudes Physical Abilities: Tasks involve the regular and sustained performance of moderately physically demanding work, typically involving some combination of climbing and balancing, stooping, kneeling, crouching, and crawling, and that may involve the lifting, carrying, pushing, and/or pulling of moderately heavy objects and materials (20-50 pounds); may occasionally involve heavier objects and materials (up to 100 pounds).Sensory Requirements: Some tasks require the ability to perceive and discriminate colors or shades of colors, sounds, odor, depth, texture, and visual cues or signals.
