SUMMARY:

Columbus Water Works (CWW) is seeking an experienced, Georgia-licensed Professional Engineer to serve as Project Engineer II. This position is responsible for Engineering and planning, delivery, and stewardship of Columbus Water Work's infrastructure. The role is integral to supporting the City's economic development by ensuring reliable, sustainable infrastructure that promotes business growth, attracts investment, and meets the long-term needs of the community.

The Project Engineer II provides both technical leadership to a highly skilled team of engineers and operations support staff, while overseeing capital program delivery and holding Delegated Authority with the Georgia Environmental Protection Division (EPD). This position is accountable for contract administration, construction management, and in-house design services for critical infrastructure, including water and wastewater facilities.

With oversight of a comprehensivecapitalandin-houseengineeringprogramof approximately $7 million annually, the Project Engineer II plays a key role in near- and mid-term planning, system expansion and rehabilitation, regulatory compliance, and continuous improvement initiatives. Project responsibilities include water distribution and wastewater collection systems, treatment facilities, rehabilitation programs, utility relocations, capacity analyses, and hydraulic modeling.

SKILLSANDREQUIREMENTS:
• Bachelor's degree in civil, Environmental, Mechanical Engineering, or related discipline from an accredited university
GeorgiaProfessionalEngineer(PE)licenserequired
Engineeringexperience, including demonstratedleadershipof teams, programs, or departments is preferred
• Deep knowledge of civil engineering principles as applied to waterandwastewater utilities
• Proven ability to analyze complex technical, regulatory, and operational challenges and deliver sound, practical solutions
• Strong written and verbal communication skills, including the ability to translate complex technical concepts for non-technical audiences
• Demonstrated ability to represent the organization professionally with regulators, elected officials, contractors, consultants, developers, and the public

*The Engineering Department must maintain an active Professional Engineer (on staff or via defined consulting agreement) with Delegated Authority in compliance with Georgia EPD requirements.

KEYRESPONSIBILITIES:

EngineeringLeadership&RegulatoryAuthority
• Serve as the organization's engineering authority for EPD permitting, compliance, and regulatory coordination
• Resolve complex permit submissions and regulatory compliance matters
• Respond to advanced technical requests requiring professional engineering judgment and approval

CapitalProgramOversight
• Provide oversight of public water and sewer infrastructure installations by the development community (approx. $5M annually)
• Lead and manage in-house engineering design projects (approx. $2M in annual construction value)
• Direct system expansions for water distribution and wastewater collection systems across multiple service areas
• Manage engineering aspects of contract modifications related to the Fort Benning contract

• Proactively identify current and future operational and infrastructure needs for CWW Engineering
• Serve as a key contributor to short- and medium-term engineering and capital planning • Participate actively in monthly and annual planning processes
• Develop and implement process improvements, quality management practices, and engineering standards
• Monitor effectiveness of implemented improvements and adjust as needed

At the turn of the 20th century, citizens of Columbus were unhappy with their water supply and were pressing for a public water system. There were both quality and reliability issues associated with the private water system. The private system was failing to meet the growth needs of the city. Initial efforts for a public water system in Columbus, Georgia came from cisterns and crude pumps as early as 1839. The first community water system was built in 1849. A marker identifying the location of the spring was placed by the Water Works on Country Club Road in 1989. During this era, prior to the creation of the Board of Water Commissioners, pipes were made of hollowed, wooden logs and much of the water leaked from the pipes before it reached downtown.

A study performed in 1898 by a prominent civil engineer recommended the Chattahoochee River as the source of water supply.

The original water treatment plant was constructed in 1915, with further additions and modifications added throughout the years. Portions remaining of the original facility include the #2 sedimentation basin and the #2 clearwell. Facility upgrades and modifications from original construction occurred in 1941, 1944, 1957, 1961, 1965, 1972, 1977, 1986, 1988, 1989, 1991, and 1995. Maintenance of the buildings has always remained a top priority. As a result, building infrastructures remain in excellent condition. Also, plant personnel are dedicated to utmost operation, maintenance and cleanliness of plant process, equipment, buildings and grounds.

In 1956, the Board of Water Commissioners assumed responsibility for the sanitary sewer system. The Water Works began the wastewater program with no treatment system. The first plant was built in 1964 and currently operates as a modern treatment facility which serves the entire community.
