The Project Engineer position is an exciting opportunity to join PM Group’s quickly growing Outsourced Technical Services(OTS) team at a client site near Stroudsburg, PA. Outsourced Technical Services (OTS) is an integral part of PM Group’s ability to support clients across the complete project life cycle. We have over 50 years’ industry experience, strong technical knowledge and integrated resources. Clients look to us to provide experienced technical professionals that complement their project teams. The Project Engineer is responsible for ensuring the technical integrity of the project, ensuring compliance with the project scope, specifications, schedule, and budget. This includes adherence to accepted engineering practices, client work processes, and global engineering standards. The Project Engineer coordinates various engineering activities, interfaces with cross-functional teams, and ensures the successful execution of the project from planning through completion.

  • Project Coordination: Coordinate and schedule all phases of engineering activities under the guidance of the Project Manager.
  • Engineering Oversight: Oversee the Engineering Company’s activities across all disciplines and ensure compliance with the project scope and specifications.
  • Document Management: Organize the collection of existing facility design documentation and track the status of engineering and design documents in collaboration with Document Control teams.
  • Project Planning: Organize project field surveys and ensure that the collection and analysis of data are properly documented.
  • Meetings and Communication: Organize and document technical meetings as per global engineering standards and ensure clear communication with stakeholders, including the Engineering Team, HSE, Maintenance, Procurement, Construction, and C&Q teams.
  • Vendor and Subcontractor Management: Coordinate the review and approval of vendor document submittals by SMEs. Oversee the review of Subcontractor RFIs and Material Submittals by the Engineering Company.
  • Cost and Schedule Oversight: Review the Engineering Company’s cost and schedule progress reports, ensuring timely project execution within budget.
  • Design Specifications and Procurement: Oversee the development of technical equipment specifications and bid evaluations to procure equipment.
  • Action Item Management: Maintain and manage the Engineering Team Action Items List, ensuring priorities are regularly updated.
  • Compliance with Standards: Ensure inclusion of the client's Global Design and Project Standards in design execution during Phase 1. Demonstrate knowledge of industry standards and design criteria.
  • Engineering Quality: Verify the application of Design Quality and Design Coordination processes.
  • Field Support: Provide technical support for field cost proposals, bid processes, and construction assistance services.
  • Safety Culture: Drive a strong safety culture through GEMBA walks, SOR reviews, and other safety initiatives.
  • Documentation: Oversee the Engineering Company’s documentation of record documents and ensure proper distribution of meeting minutes.

  • Bachelor’s degree in Engineering(preferably Mechanical, Civil, or Chemical Engineering)
  • Professional certifications in project management or engineering are a plus.
  • 10 + Years of design / engineering experience supporting capital projects (preferably in the Pharmaceutical, Biopharmaceutical, Cell & Gene Therapy sectors) 
  • Experience managing projects from $1M - $20M 
  • Proven experience in project engineering, with a strong understanding of project management processes, engineering standards, and global design standards.
  • Knowledge of project control reporting, TIC estimating processes, and cost management.
  • A safety-focused mindset with experience conducting safety reviews and assessments.
  • Good commercial awareness and business acumen
  • Good understanding of all disciplines
  • Professional Engineering (PE) licensure is strongly preferred
  • Excellent organizational skills with an ability to produce quality work and achieve project deadlines within budget
  • Excellent communication skills (both verbal and written)
  • Excellent commercial skills with the ability to manage projects to budget man-hours and commercial return targets
  • Strong work ethic, self-driven, results-oriented with a positive outlook, and a clear focus on high quality
  • A forward planner who identifies and resolves project issues
  • Ability to critically assesses own performance and the performance of others
  • Proven experience in multiple project delivery
  • Knowledge of GMP Manufacturing environments is required
