MANTECH seeks a motivated, career and customer-oriented Project Management Analyst to join our team onsite in Patuxent River, MD.

The Project Management Analyst applies analytic techniques in the evaluation of program and project objectives. This role directly supports the Naval Aviation Warfare Center Aircraft Division (NAWCAD) Cyber Workforce Program Manager by collecting, organizing, and interpreting data relating to training products, acquisition programs, and workforce development initiatives to ensure efficient operations.

Responsibilities include but are not limited to:

  • Conduct organizational studies, evaluations, work simplification, and measurement studies to improve operational efficiency.

  • Prepare comprehensive operations and procedure manuals to assist the delivery of training to the Cyber Warfare Department (CWD) and NAWCAD cyber workforce.

  • Apply analytic techniques to evaluate program objectives, requirements, status, budgets, and schedules.

  • Perform management, technical, or business case analyses to support project acquisition and product programs.

  • Collect, complete, organize, and interpret data relating to aircraft, weapon, or project acquisition and training programs.

  • Track program and project status, schedule executions, and deliverable milestones.

  • Provide expertise in support of talent growth opportunities and the management of workforce development initiatives.

  • Ability to learn and adapt to Navy and Command policies and tools related to cyber workforce training requirements, funding, and execution.

Minimum Qualifications:

  • Bachelor's degree in a business or technical discipline and 3+ years of relevant project analyst experience, or an Associates and 7+ year of relevant project analyst experience, or a High School or GED and 9+ years of relevant project analyst experience in lieu of a Bachelor's degree

  • Experience with managing and developing project schedule and budget

  • Experience performing management, technical, or business case analyses supporting a government agency.

  • Demonstrated experience analyzing requirements and developing program objectives

  • Strong organizational and communication skills, including experience handling routine customer engagement and managing customer requests.

Preferred Qualifications:

  • Prior experience working with Navy Waypoints.

  • Foundational understanding of DoD 8140 and SECNAV 5239.25 frameworks.

  • Cyber Workforce (CWS) certification or qualification.

  • Specific domain expertise in talent management, change management, or logistics.

Clearance Requirements:

  • US Citizenship and active Secret security clearance

Physical Requirements:

  • Must be able to remain in a stationary position 50% of the time.

  • Needs to occasionally move about inside the office to access file cabinets, office machinery, and other standard equipment.

  • Frequently communicates with co-workers, management, and customers, which may involve delivering presentations.

  • Must be able to exchange accurate information in all professional situations.

The projected compensation range for this position is $88,200.00-$147,200.00. There are differentiating factors that can impact a final salary/hourly rate, including, but not limited to, Contract Wage Determination, relevant work experience, skills and competencies that align to the specified role, geographic location (For Remote Opportunities), education and certifications as well as Federal Government Contract Labor categories.
