We are currently seeking a Project Management Lead for our client in Albany, NY. The Project Management (PM) Lead will report to the Project Director and will have responsibility to direct and oversee portfolio of development efforts of cross-functional teams for MECM System and AMS. The incumbent will collaborate with OHIP and other Medicaid systems and Trading Partners to ensure projects are delivered with success and on time. The PM Lead is expected to understand complexity of MECM Bureau environment and be able to navigate network of stakeholders with varied interests and cultures. Additionally, PM Lead must be able to speak to various aspects of the project including functional, technical, security, State, and federal requirements. The PM Lead will oversee work products of 26 Systems Integrator's staff.

Job Duties
  • Direct and oversee multiple complex projects of in a cross-functional environment, including Business Analysts, Developers, Technical Architects, Testers, Security and Change Management professionals.
  • Foster relationship with Trading Partners within and outside of DOH to coordinate project delivery and ensure support for needed data exchanges.
  • Possess understanding of project objectives and scope from various perspectives including business, technical, and security.
  • Ensure standardization of project management practices, identify areas of improvements, and develop recommendations.
  • Standardize project schedules across multiple projects and oversee updates to the Integrated Project Schedule; Evaluate critical path and impact of any project delays.
  • Guide standardization of reporting for risks and issues and development of mitigation strategies.
  • Develop official and professional communications / presentations that convey complex concepts to new audiences.
  • Maintain overall roadmap and cross-project dependencies.
  • Produce monthly Executive Status Reports for OHIP leadership and monthly Project Status Report for CMS.
  • Review for accuracy and provide feedback monthly Project Status Reports and Risks and Issues Register from the Systems Integrator.
  • Manage system change requests, including impact analysis on scope, time, and budget.
  • Supervise other Project Managers, assign projects, and provide coaching and identify training needs.
  • Collaborate with other DOS unit on establishment of DOS ePMO with specific recommendations on governance and needed processes Timeline of Activities Months 1 -6
  • Define cohesive schedule for Wave 2, Releases 1.3 and 1.4, and MSP Only project across all workstreams including functional, testing, technical, security and privacy
  • Reach out to trading partners to communicate expectations and incorporate feedback for Wave 2, Releases 1.3 and 1.4, and MSP Only project
  • Oversee maintenance of schedules across projects, including waves and releases
  • Collaborate with business users to support schedule for projects across waves and releases
  • Define standards for coordinating release schedules with Medicaid systems within DOS
  • Identify master schedule critical path and key dependencies
  • Ensure federal compliance, accuracy and consistency for CMS reporting
  • Conduct regular touchpoints across Business Analysts, Developers, Technical Architects, Testers, Security and Change Management professionals
  • Support SI by resolving escalations with third-party dependencies required for NY.gov Months 7-12
  • Oversee execution and maintenance of the schedule for Wave 2, Releases 1.3 and 1.4, and MSP Only project
  • Serve as a first-level escalation point for matters affecting trading and business partners
  • Update program roadmap to account for any changes to waves and releases
  • Monitor support for ePMO and implement improvements
  • Define high-level schedule for Waves 3 and 4 and initiate reach out to trading partners
  • Conduct regular touchpoints across Business Analysts, Developers, Technical Architects, Testers, Security and Change Management professionals
  • Review and approve changes to release schedule due to changes in service portfolio and catalog
  • Participate in retrospectives for Wave 2, Releases 1.3 and 1.4, and MSP Only project processes and contribute ideas for continuous improvement and implement changes within DOH Months 13-18
  • Oversee system rollout for Wave 2 from technical and change management perspectives
  • Oversee Wave 2 project close-out and documentation of lessons learned along with creation of actionable follow-up
  • Define cohesive schedule for Waves 3 and 4 across all workstreams including functional, testing, technical, security and privacy
  • Reach out to trading partners to communicate expectations and incorporate feedback for Waves 3 and 4
  • Track progress on lessons learned being incorporated into Waves 3 and 4
  • Elaborate and oversee execution of schedule for Wave 3 and 4
  • Conduct regular touchpoints across Business Analysts, Developers, Technical Architects, Testers, Security and Change Management professionals
Qualifications
  • Bachelor's degree in Business Administration, Information Technology, Computer Science, Project Management, or a related field.
  • Minimum 8–10 years of experience managing large-scale, complex IT and business transformation projects.
  • Minimum 3–5 years of experience leading multiple concurrent projects in a cross-functional environment.
  • Proven experience working with government agencies, healthcare organizations, Medicaid programs, or highly regulated environments.
  • Strong knowledge of Project Management methodologies, governance frameworks, and PMO best practices.
  • Experience managing integrated project schedules, critical path analysis, project dependencies, and resource coordination.
  • Strong analytical, organizational, and problem-solving skills.
  • Project Management Professional (PMP) certification.
  • Experience with healthcare systems modernization projects.
  • Knowledge of Medicaid systems, healthcare eligibility systems, and Centers for Medicare & Medicaid Services (CMS) reporting requirements.
  • Experience working with security, privacy, and compliance requirements within government or healthcare environments.
  • Experience managing large-scale system releases, deployments, and organizational change initiatives.
  • Experience with vendor and systems integrator management.
Salary Range: $115,000 - $140,000
