About the Position
This is a time limited position. This position is with the Mississippi State Department of Health, Office of Accountability, Oversight & Performance Management (AOP). The official MSPB classification title is Project Management Supervisor and serves as the supervisor and compliance trainer for statewide subgrant monitoring and compliance activities. The position is responsible for planning, coordinating, training, and implementing developed processes by the director to ensure internal programmatic monitoring and related initiatives to promote consistent, risk-based programmatic subgrant oversight across MSDH. The incumbent supervises AOP Project Management team to manage program monitoring schedules and protocols, and collaborates with programmatic, fiscal, legal, and compliance stakeholders to strengthen accountability and performance. The position requires considerable independence, sound judgment, and the ability to effectively manage multiple priorities and complex projects in support of the agency's proactive approach to subgrant oversight. Supervise the subgrant compliance project management team in the implementation of monitoring and compliance activities. Serve as subgrant compliance trainer for internal subgrant monitoring and implementation of any regulatory changes that may impact programmatic outcomes or internal oversight initiatives. Develop and maintain agency-wide monitoring schedules, protocols, and tools for subgrant oversight. Liaison with AOP Data Analyst to ensure accurate reporting of outcomes and presented transparency data. Coordinate and deliver training to program staff regarding monitoring requirements, corrective actions, and compliance expectations. Monitor project progress, identify risks and issues, and implement strategies to ensure timely completion of monitoring activities. Prepare reports and status updates for leadership regarding monitoring results, trends, and corrective actions. Support Office Director continuous improvement initiatives and the implementation of standard operating procedures and policies of subgrant oversight. This is advanced project management and supervisory work involving the planning, coordination, implementation, and evaluation of statewide subgrant monitoring and compliance initiatives. The incumbent manages project scope, timelines, resources, deliverables, and outcomes while ensuring activities align with agency goals and federal requirements. Essential functions include planning and overseeing monitoring projects; developing schedules, milestones, and accountability structures; coordinating and supervising project team activities; monitoring progress and outcomes; facilitating training and meetings; maintaining project documentation and reports; evaluating monitoring effectiveness; supporting process improvements; and performing related duties as assigned in support of agency accountability and performance management objectives.
