Position Title: Project Manager
Position Type: Full-Time, Remote (some onsite work in Bethesda)
Position Location: Bethesda, Maryland Area
Job Responsibilities
- Accountable for the overall health, performance, and strategic direction of contractor delivery across the entire BAS portfolio — spanning all task areas, programs, and application teams.
- Serve as the primary point of contact for the NIH COR, Contracting Officer, and BAS leadership for all contract-level communications, reporting, and escalation.
- Provide executive oversight of scope, schedule, cost, risk, and performance across all Task Areas and BAS programs.
- Oversee financial management, including burn rate monitoring, estimate-at-completion forecasting, and timely submission of all required financial and status reports.
- Manage subcontractor relationships and ensure subcontractor performance meets the same standards as prime contractor work.
- Maintain staffing flexibility and surge capacity to absorb portfolio changes and onboard new applications with minimal disruption.
- Drive continuous improvement and cost reduction through automation, AI-assisted delivery, and process standardization across the portfolio.
- Lead transition-in and, if applicable, transition-out activities.

Qualifications
Years of Experience:
- Minimum 15 years of experience in IT program or portfolio management.
- Minimum 5 years of experience managing large, multi-application federal IT contracts of similar scope and complexity.
- Strong financial management and executive communication skills.
Degree and Certifications:
- PMP certification or equivalent preferred.
Requirements:
- Demonstrated experience managing T&M and FFP contract vehicles simultaneously.
- Demonstrated experience leading teams delivering via AI-assisted, DevSecOps, and cloud-native practices.
- Prior experience managing NIH, HHS, or comparable federal enterprise IT application portfolios is preferred
- Familiarity with or knowledge of the NIH/HHS organizational, technical, security, and/or governance environment is preferred.
Required Clearance
- Hold or be eligible for a Public Trust Moderate (Tier 2) background investigation
