• Works under direction and requires considerable knowledge of project management, life cycle methodologies and public policy management or public administration in order to manage projects Plans capital improvement projects for ODRC by interviewing stakeholders, developing project requirements, project budget, and project schedule
• During design review and approve project requirements, quality standards, and deliverables and plan, specifications, schedules, budgets, scope of work at each stage of the design process Coordinate activities among the various ODRC department sections, institutions, agencies, and design professionals/consultants to develop, review and approve capital improvement programs
• Responsible for the scopes of work, estimates of cost, design and verify code compliance/plan approval
• Manage and coordinate with stakeholders to identify and mitigate risks associated with projects and ensure the schedule is maintained during construction
• Provide project management including work completed by an assigned institution or outside contractors that includes coordinating construction project tasks with the institution and associated staff
• Provide site reviews/visits at jobsite, meet regularly with stakeholders, attend project progress meetings, maintain construction project documentation, review, approve and processes change directives, change orders, and pay requests for contractors and professional services firms
• Conduct final project inspections and acceptance processes construction project closeout documents
• Responsible for assuring that construction design complies with the Americans with Disabilities Act (ADA) as it applies to both staff and inmate accommodations
• Advise institution administrators, fire and safety personnel, and other staff regarding compliance to Federal/State laws, regulations, and standards related to health and safety policies, public law 91-596 (OSHA)
• Responsible for ensuring that all ODRC employees and inmates are provided with secure, safe work, and living areas/environments
• Supervise Facilities Planning Project Managers who assist in construction projects
• Responsible for issuing project assignments to Facilities Planning Project Managers, review project documentation for completeness and accuracy, receive updates on project status, and monitor work performance
• Establish procedures/guidelines for subordinates and facility maintenance staff. Conduct policy review for CAMS policies.
• Maintains contact and participation with regulatory agencies and code authorities to ensure correct interpretation and compliance with current codes and standards
• Provides technical assistance to the institutions and advises institution personnel assigned to safety and fire programs, and provides guidance on work-related issues, conducts facilities management audits at assigned institutions
• Attends meetings, training, and conferences; work on special projects, performs other duties as assigned

3 yrs. exp. in project management (i.e., management & development of project/program requirements, design, development, testing/pilot, training & full scale implementation), with experience to be commensurate with project/program &/or position description on file (e.g., specific human service program area, management information sciences, fiscal); 12 mos. exp. in budgeting & calculating cost projections of program/projects.

• Or successful completion of 2 yrs. post-secondary education majoring in business administration, public administration, computer science/information technology, social science, or health, with major being commensurate with project to be assigned; 12 mos. exp. in budgeting & calculating cost projections of program/projects.
• Or equivalent of Minimum Class Qualifications for Employment noted above.
