OVERVIEW
Assignment
This contract Project Manager 2 assignment will work within the Customer Support Services (MS) organization at *** (BPA). The role of the Project Manager is to facilitate business projects supporting various Customer Support Services teams. The Project Manager in this assignment will serve as a point-of-contact, collaborating with the BPA manager, team members, and business stakeholders to plan project stages and assess business implications for each stage as well as monitoring progress and reviewing controls to assure deadlines, standards, and targets are met.
Organization
The Customer Support Services organization provides Load Forecasting and Analysis, Customer Contract Management and Administration, Customer Billing, Customer Metering Services, BPA policy direction, governance, and oversight of BPA s customer (non-Supply Chain) contracting services, and interfaces with front office organizations. Customer Support Services provides overall business management and integration for customer service systems.
ASSIGNMENT RESPONSIBILITIES
Note: All official drafts, documents and recommendations, as listed below, must be reviewed, finalized and approved / accepted by appropriate BPA manager or other federal personnel with the authority to do so.
Facilitate assigned medium-size proposals and projects from inception to conclusion and in accordance with PMI-based methodology, industry standards, best practices and internal skill development.
Draft project plans, resource strategies, and funding estimates as required to advance each assigned project.
This includes planning project phases and assessing business implications for each phase.
Facilitate a defined original project scope and obtain authorization for changes to the project cost, schedule, or performance.
Forecast and recommend appropriate project resources to fulfill project needs, which must be provided by appropriate BPA performance managers.
Provide recommendations and guidance to technical staff and serve as liaison between business and technical aspects of projects. This includes planning project stages and assessing business implications for each stage.
Monitor the project schedule. Alert the BPA Manager to any changes to or delays in the schedule.
Schedule and facilitate team meetings and coordinate activities of sub-teams.
Plan and coordinate activities for designated projects to verify that goals or objectives of the project are accomplished within the prescribed time frame and funding parameters.
Review and monitor project funding and budget. Alert the BPA Manager of any budget concerns.
Actively maintain project documents, schedule, budget, and workflow in the project management system of record.
Actively engage with internal teams to facilitate the tasks and activities of the team, properly understand the business needs, dependencies on other initiatives, and assist BPA Management in deploying the solution.
Alert the BPA Manager of obstacles or work with the BPA project sponsor or project resource s performance managers to remove obstacles so that the team can complete the project.
Assist the BPA manager coordinating an effective team and allocating team members to project tasks. Alert the BPA manager of any resource allocation issues and recommend solutions
Allocate time in the project plan for the project team to attend all recommended training.
Project Manager must take a proactive stance on risk management.
Analyze and identify areas of risk and obtain appropriate guidance from BPA manager or Contracting Officer.
Maintain issue, risk, and/or action logs.
Draft and recommend contingency plans to minimize / eliminate risks on an ongoing basis.
Draft regular status reports, final reports or deliverables and generate and act on lessons learned. With approval of the BPA manager, issue final reports and act on lessons learned.
Review meeting minutes and action items from any missed meetings.
Maintain consistent communication with the BPA project sponsor, project resources performance managers, and stakeholders on the progress of the project versus the plan.
Mark documents and maintain filing systems, files, emails, and records in accordance with compliance requirements. Share and disperse documents only to appropriate personnel (those with a Lawful Government Purpose (LGP) to know). Mark and maintain all official records in accordance with the Information Security (INFOSEC) and Information Governance & Lifecycle Management (IGLM) standards and procedures. Validate official records are accurately maintained for auditing purposes
Support change management and business analysis activities as needed for the projects.
REQUIREMENTS
Education & Corresponding Experience (required on matrix)
A bachelor s degree in business administration (or closely related field) is preferred.
5 years of experience is required with an applicable bachelor s degree.
10 years of experience is required without a degree or an applicable degree.
Experience direct work experience in project management field, including all aspects of process development and execution including strong familiarity with project management software.
Required Technical Skills & Experience (required on matrix)
5 years of demonstrated project management experience on projects using industry standard methods and tools for managing schedules, dependencies, resources, funding, and developing technical specifications and project plans.
5 years of demonstrated experience successfully coordinating or running multiple projects simultaneously.
5 years of demonstrated working knowledge of System Life Cycle (SLC) principles.
Demonstrated experience in project planning for assigned work streams, managing priorities, deliverables and milestones, identifying and tracking project issues, risks, management decisions, and action items.
Demonstrated experience with Visio flowcharts or similar software.
Demonstrated experience with Microsoft Project or similar project management software, including familiarity with the fundamental operation, function, and workflow of Microsoft Project timelines, dependencies, deliverables, milestones, and resources.
Preferred Skills & Experience (optional on matrix)
Project Management Professional (PMP) Certification
Experience in iterative development (e.g. Agile, Scrum, Lean, Six Sigma).

Attendance at all conferences, workshops, training, etc. must be pre-approved by SLMO. Requests will be reviewed on a case-by-case basis. CFTE may assist with HR functions per established procedures, processes and guidelines (e.g., timekeeping).

Policy Development
BPA s process for Policy development includes multiple levels of federal review prior to acceptance / adoption.
Interpretation of Policy/Regulations
Only BPA federal employees may determine the applicability and interpretation of regulations.
CFTE are not permitted to interpret regulations for or on behalf of BPA. Regulations are interpreted by federal personnel and communicated via standards, guides, policies and processes.
Representing BPA
Contract workers are required to identify themselves and their employer in signature blocks, in introductions and have a nameplate outside their cubicle.
CFTE must receive written VP approval to represent BPA at outside events, such as workshops, seminars or conferences.

Purpose:
The Contract Full Time Equivalent (CFTE) Hiring Safety Training Matrix is a hazard assessment for CFTE personnel routine tasks. It is intended to set a common understanding on training requirements between the CFTE personnel and the *** (BPA) managers/supervisors. BPA Requesting Managers should complete this form and coordinate with BPA Supplemental Labor Office during the procurement process to ensure the CFTE position includes a list of required trainings associated with identified tasks, conditions, and exposures. Each task, condition, and exposure indicate which training courses are required, who shall provide those trainings, and when those trainings shall occur.
This form is intended only as a reference document for contractors.
