Position Overview

We are seeking an experienced Development Project Manager II to support the planning and development of electric transmission projects. This position has single-point accountability for an assigned portfolio of projects and is responsible for coordinating project development to ensure key success factors are achieved across scope, schedule, cost, quality, safety, environmental, communications, security, and overall project integration.

This is not an entry-level Project Management opportunity. Previous experience within the utilities/electric transmission space and a working knowledge of industry terminology are required.

The Project Manager II will typically manage a portfolio of low- to moderate-risk projects while coordinating multidisciplinary teams across Engineering, Project Controls, Estimating, Construction, Supply Chain, Operations, Regulatory, Transmission, and other business functions.

Candidates with less experience may be considered at the Project Manager I level, with compensation adjusted accordingly.

Key Responsibilities

Project Leadership & Development

• Serve as the primary point of accountability for assigned transmission development projects.
• Lead projects through planning and development while maintaining alignment with established project management standards, policies, procedures, and business requirements.
• Develop and manage key project components including:
  • Scope and work definition
  • Project estimates and budgets
  • Project schedules and milestones
  • Cost controls
  • Risk management
  • Safety and quality requirements
  • Procurement and contracting strategies
  • Equipment and vendor selection
  • Construction planning
  • Start-up and commissioning strategies
  • Overall project integration
• Monitor project performance and proactively identify risks, issues, variances, and potential impacts.
• Support decision-making and corrective actions necessary to keep projects progressing successfully.

Lead Cross-Functional Project Teams

• Provide leadership, direction, delegation, oversight, and coordination to matrixed project teams.

• Work with functional leaders regarding team resources, project assignments, development needs, and conflict resolution.

Stakeholder Communication & Reporting

• Establish and maintain effective communication among project teams, stakeholders, leadership, and external organizations.
• Lead or participate in project development meetings, handoff meetings, status meetings, and other project-related discussions.
• Prepare and communicate weekly and monthly project updates.
• Ensure project plans, status reporting, and other required documentation are developed and maintained in accordance with established standards and procedures.
• Communicate project risks, decisions, progress, and performance effectively to appropriate management and governance teams.

Required Qualifications

• Associate or Bachelor’s degree in a related field.
• Minimum 5 years of Project Management experience within Electrical Transmission, Distribution, or a closely related utility environment.
• Demonstrated understanding of electric utility/transmission terminology, processes, and project environments.
• Experience coordinating multidisciplinary project teams.
• Experience managing or supporting project scope, schedule, cost, risk, quality, and overall execution.
• Strong project leadership, decision-making, critical-thinking, and problem-solving abilities.
• Strong collaboration and stakeholder-management skills.
• Working knowledge of project scheduling and cost-control practices.
• Proficiency with Microsoft Office, including Excel, Teams, Outlook, Word, and PowerPoint, along with experience working in SharePoint.

Education/Experience Alternative

Candidates without an Associate or Bachelor’s degree may be considered with:

• High school diploma or GED, and
• Minimum 9 years of Project Management experience within Electrical Transmission.

Preferred Qualifications

• PMP certification.
• Strong electric transmission project development experience.
• Construction Management knowledge or experience.
• Project risk-management experience.
• Experience leading matrixed project teams.
• Advanced knowledge of project scheduling and cost controls.
• Experience providing project oversight across Engineering, Construction, Project Controls, Estimating, Supply Chain, and Operations.
• Experience communicating project performance and risk to management or governance teams.

Ideal Candidate

The strongest candidate will already understand the electric transmission/utility environment and be able to step into conversations with Engineering, Transmission, Construction, Project Controls, and other stakeholders without needing to learn the industry from scratch.

They should be more than a project coordinator. The team needs someone who has owned or meaningfully managed projects, understands how scope, schedule, cost, risk, construction, and stakeholder decisions interact, and can provide leadership to a matrixed project team.

Candidates with solid transmission experience who are earlier in their Project Management career may also be considered at the Project Manager I level, depending on the depth of their experience.
