Project Description:
The State of Connecticut Judicial Branch is seeking a Senior Infrastructure Project Manager for the Information Technology Infrastructure unit to help establish and drive Agile project management practices across Infrastructure teams. The consultant will manage multiple concurrent infrastructure initiatives involving networking, Identity and Access Management, Microsoft Azure, firewalls, cloud technologies, virtualization, disaster recovery, and other enterprise infrastructure services.

The successful candidate will work closely with technical teams, vendors, and leadership to implement Agile planning, storyboards, and project governance while tracking deliverables, managing risks, and ensuring projects are delivered on schedule. The consultant will promote the consistent use of ServiceNow and ITIL processes to improve project visibility and accountability. The consultant will develop executive dashboards, prepare recurring portfolio reports, and provide project updates, milestones, risks, and overall portfolio health to senior ITD leadership and the Office of the Chief Court Administrator (OCCA).

Scope of Services:
The scope of services required for the Senior Infrastructure Project Manager includes:
  • Lead multiple concurrent infrastructure modernization projects across networking, identity management, Microsoft Azure, firewalls, cloud infrastructure, virtualization, disaster recovery, enterprise applications, and supporting technologies.
  • Develop and maintain comprehensive project plans, schedules, milestones, deliverables, dependencies, resource assignments, and project timelines for all assigned initiatives.
  • Coordinate project activities across infrastructure engineering, cybersecurity, networking, cloud, identity management, application development, vendors, and business stakeholders.
  • Utilize Agile project management methodologies to facilitate project planning, sprint coordination, backlog management, stakeholder communication, and continuous project delivery.
  • Apply ITIL best practices and represent infrastructure team for weekly change management and incident coordination for release planning, service transition, and operational readiness throughout project lifecycles.
  • Track project deliverables, action items, risks, issues, assumptions, dependencies, and decisions while proactively identifying potential project gaps and recommending corrective actions.
  • Develop executive dashboards providing project health, milestone tracking, resource utilization, risk status, financial progress, and overall portfolio visibility for senior leadership
  • Prepare recurring project status reports and executive briefings for senior IT leadership, the Office of the Chief Court Administrator (OCCA), governance committees, and other stakeholders.
  • Coordinate project meetings, facilitate discussions, document decisions, assign follow-up activities, and ensure accountability for project deliverables.
  • Work closely with technical teams to identify project risks, remove obstacles, resolve scheduling conflicts, and maintain project momentum across multiple initiatives.
  • Coordinate vendor activities, implementation schedules, consulting engagements, procurement timelines, and infrastructure deployment activities.
  • Manage hardware and software renewals by tracking infrastructure hardware, software licenses, maintenance agreements, subscriptions, and support contracts. Coordinate with technical owners and procurement to ensure timely renewals and budget planning without service interruptions.
  • Utilize ServiceNow to manage projects and ensure infrastructure initiatives follow established workflows for project management, change management, task tracking, approvals, documentation, and reporting while maintaining accurate and up-to-date project information.
  • Coordinate annual Disaster Recovery (DR) exercises and strategic planning initiatives by managing project plans, schedules, milestones, action items, and follow-up activities to ensure organizational readiness and successful execution.
Minimum Qualifications:
General Experience
  • Eight (8) or more years of enterprise Information Technology project management experience leading large-scale infrastructure projects.
  • Demonstrated experience managing multiple concurrent enterprise technology initiatives across cross-functional technical teams.
  • Proven experience coordinating enterprise infrastructure modernization projects from planning through implementation and operational transition.
Technical Competencies
  • Provide training and Drive the adoption of Agile methodologies across the Infrastructure team by implementing storyboards, project planning standards, and delivery metrics to improve collaboration, accountability, and project execution.
  • Strong understanding of enterprise infrastructure technologies including Microsoft Azure, Identity and Access Management, networking, firewalls, virtualization, disaster recovery, cloud computing, and datacenter infrastructure.
  • Extensive experience utilizing Agile project management methodologies including Scrum or hybrid Agile delivery models.
  • Working knowledge of ITIL service management principles including Change Management, Incident Management, Problem Management, Release Management, and Service Transition.
  • Experience utilizing enterprise project management tools such as Microsoft Project, Azure DevOps, SharePoint Online, ServiceNow, Planner or comparable platforms.
  • Experience developing executive dashboards, portfolio reporting, project metrics, and performance reporting for executive leadership.
  • PMI Agile Certified Practitioner (PMI-ACP), Certified Scrum Master (CSM), ITIL Foundation, or equivalent project management certifications are preferred.
Timetable:
The selected candidate may be able to join the ITD team as soon as the onboarding process is completed. A duty station will be assigned at ITD in East Hartford, with opportunities for remote work and a flexible work schedule between 32 and 40 hours per week. The position may be renewed periodically based upon the consultant's performance and the availability of funding.
