OVERVIEW
This contract Project Manager 3 assignment will work within the Customer Support Services organization. The role of the Project Manager is to facilitate business projects supporting various Customer Support Services. The Project Manager in this assignment will serve as a point-of-contact, collaborating with the corporate manager, team members, and business stakeholders to plan project stages and assess business implications for each stage as well as monitoring progress and reviewing controls to assure deadlines, standards, and targets are met.

RESPONSIBILITIES
  • Facilitate manager assigned medium to large sized projects from inception to conclusion and in accordance with PMI-based methodology, industry standards, best practices, and internal skill development: Draft project plans, resource strategies, and funding estimates as required to advance each assigned project.
    • This includes planning project phases and assessing business implications for each phase.
    • Facilitate a defined original project scope and obtain authorization for changes to the project cost, schedule, or performance.
    • Forecast and recommend appropriate project resources to fulfill project needs, which must be provided by appropriate corporate performance managers.
  • Assist the corporate manager in coordinating activities and provide recommendations for allocating team members to project tasks.
    • Support the project team through the project management process by creating, communicating, and coordinating the project plan.
    • Assist in facilitating the team process, the interpersonal process by which individuals develop as a team.
    • Monitor the project schedule, alerting the corporate Manager to any changes to or delays in the schedule. 
    • Monitor and review the project budget for funding and alerting the corporate manager of any budget concerns if applicable.
    • Plan, coordinate, and facilitate activities for designated projects to verify that goals or objectives of the projects are accomplished within the prescribed timeframe and funding parameters.
    • Coordinate and facilitate implementation of projects daily regarding scope, budget, schedule, and quality.
    • Provide the corporate manager with regular updates on assigned projects.
    • Provide recommendations for reallocating resources or modifying schedules to realign the project plan.
    • Draft regular status reports, final reports, or deliverables and generate lessons learned.
    • With approval of the corporate manager, issue final reports and act on lessons learned.
  • Maintain consistent communication with the project sponsor, performance managers, and clients on project progress vs the plan.
  • Engage with the business unit and IT teams as needed to facilitate the tasks and activities of the team, understand the business needs, dependencies on other initiatives, and assist corporate management in deploying solutions.
  • Mark documents and maintain filing system(s), files, emails, and records in accordance with compliance requirements. Share and disperse documents only to appropriate personnel (those with a Lawful Government Purpose (LGP) to know). Mark and maintain all official records in accordance with the Information Security (INFOSEC) and Information Governance & Lifecycle Management (IGLM) standards and procedures. Validate official records are accurately maintained for auditing purposes.
  • Alert the corporate manager of obstacles or work with the sponsor or performance managers to remove obstacles so that the team can complete the project.
  • Schedule and facilitate team meetings.
    • Coordinate activities of sub-teams as directed by the corporate manager.
    • Allocate time in the project plan for the project team to attend all recommended training.
  • Project Manager must take a proactive stance on risk management:
    • Immediately halt the activity or process when in doubt (i.e. violating corporate policies, vendor/project performs outside of executed contract/task order. Work with proper channel (i.e. COR/CO) to ensure the individual or team member, including the vendor involved if applicable, understands not to proceed further until clarity is achieved.
    • Analyze and identify areas of risk and obtain appropriate guidance from corporate manager or Contracting Officer.
    • Maintain issue, risk, and action logs.
    • Coordinate revised project requirements, milestones, and deliverables.
    • Develop and recommend contingency plans to minimize or eliminate risks on an ongoing basis.
    • Draft regular status reports, final reports or deliverables and generate and act on lessons learned. 
  • Support change management and business analysis activities as needed for the projects.
REQUIREMENTS
Education & Corresponding Experience 
  • Bachelor’s degree in computer science, information technology, business administration, engineering, or a related technical field is preferred.
    • 10 years of direct work experience is required with a bachelor’s degree.
    • 14 years of direct work experience is required without a degree or applicable degree.
  • Experience must include direct work experience in project management capacity, including all aspects of process development and execution, including strong familiarity with project management software
Required Technical Skills & Experience  
  • 10 years of demonstrated project management experience, to include:
    • Fundamental operation, function, and workflow of a project management system regarding timelines, dependencies, deliverables, milestones, and resources.
    • Use of industry standard methods and tools for managing schedules, dependencies, resources, funding, and development of technical specifications and project plans.
    • Coordinating or running multiple projects simultaneously.
    • Working knowledge of System Life Cycle (SLC) principles.
  • Demonstrated experience with Visio flowcharts.
  • Demonstrated experience with Microsoft Project or similar project management software.
Preferred Skills & Experience  
  • Project Management Professional (PMP) certification.
  • Experience in iterative development (e.g. Agile, Scrum, Lean, Six Sigma).
  • Experience in a government or utility organization.
  • Change Management experience.
  • Demonstrated experience to facilitate story development with product owner, manage project backlog, facilitate sprint planning sessions, and manage task burndown.
Additional Requirements  
  • Valid U.S. Driver’s License is required.
