    OVERVIEW

    Assignment

    This contract Project Manager 3 (PM) assignment will provide expert project management support and assistance to the Transmission Field Services (TF) Business Transformation Office organization (TFAB) at *** (BPA). This assignment will provide project management expertise in assisting Federal staff with defining, developing, and implementing TF s strategic goals and business improvement initiatives.

    Organization

    The Business Transformation (TFAB) organization is responsible for the development and implementation of the Transmission Field Services strategic goals and business improvement initiatives. This function is responsible for strategy planning, portfolio management, project management, change management, and business process management. TFAB develops and implements a standardized objectives-based project management approach to ensure reliable and consistent outcomes based on factors such as available resources, cross-functional and portfolio integration requirements, effectiveness of cost and project management controls, and level of effort required for project completion. TFAB provides centralized oversight and management of in-flight projects and coordinates process improvement and program evaluation activities to ensure timely completion within project scope, cost, and schedule.

    ASSIGNMENT RESPONSIBILITIES

    Note: All official drafts, documents and recommendations, as listed below, must be reviewed, finalized and approved / accepted by appropriate BPA manager or other federal personnel with the authority to do so.

    Provide project management expertise and support and facilitate BPA manager-assigned strategic initiative projects, from beginning to end, providing expert guidance on the PMI-based project management methodology, best practices, and internal skill development as requested by and with guidance from the BPA manager, team lead or other personnel with the authority to do so, including:

    Implement and track the success of TF s Strategic Goals and business improvement initiatives.

    Provide recommendations regarding project expectations, approach, roadmaps, work plans, deliverables and goals.

    Communicate and collaborate with implementing organizations, as well as supporting process and policy owners to facilitate the implementation of TF s strategic goals and business improvement initiatives.

    Identify and draft recommendations for necessary subject matter expertise needed during the project.

    Forecast and recommend appropriate project resources to fulfill project needs; resource recommendations must be submitted to, coordinated with and approved/actioned by appropriate BPA performance managers.

    Collaborate with business units and BPA performance managers to resolve resource allocation issues.

    Recommend an overall roadmap of efforts required to achieve program initiatives and project objectives (see note above).

    Draft project plans & resource strategies required to advance each assigned project / defined effort.

    Alert BPA manager of and obtain appropriate authorization for any potential changes to project, schedule or performance.

    Organize, coordinate and facilitate the work of project team(s) and serve as liaison between business and technical aspects of projects, including recommending project stages and assessing business implications for each stage.

    Monitor progress of assigned projects to track timelines, milestones, deadlines, standards and targets, alerting appropriate BPA manager / personnel of any obstacles or potential delays to project timelines, targets or success; provide corrective action recommendations.

    Coordinate activities for BPA manager-assigned projects that enable goals or objectives to be accomplished within the prescribed time frame and funding parameters, escalating concerns to appropriate BPA manager / personnel.

    Collaborate with BPA manager and internal stakeholders to facilitate the tasks and activities of project team(s) and to properly understand related business needs, dependencies on other initiatives, and how best to effectively deploy end products.

    Address and navigate politically sensitive issues in a collaborative and professional manner, ensuring escalation and guidance from the BPA manager as needed, and deferring all official agency positioning to Federal staff.

    Provide background information, technical input, options and recommendations for project decisions as requested by BPA manager / personnel; work with appropriate parties to facilitate resolution of conflicting team positions.

    Issue project status reports on a regular or as requested basis.

    Maintain consistent communication with project sponsors, performance managers, and clients on the progress of the project vis-a-vis the work plan.

    Collaborate and work with project sponsors and BPA performance managers to remove obstacles impacting timely project completion.

    Develop and report on metrics and outcomes (KPI s, scorecards, dashboard, etc.).

    Draft a final project report, including project lessons-learned , for appropriate BPA management review and approval / acceptance.

    Take a proactive stance on project risk management by:

    Anticipate and identify potential areas of risk and obtain guidance from appropriate BPA manager or Contracting Officer.

    Maintain issue, risk, and/or action logs.

    Develop effective communication and decision-making processes with sponsors to facilitate timely approvals and risk management.

    Develop, draft and recommend contingency plans to minimize / eliminate risks on an ongoing basis for review and acceptance by appropriate BPA manager / personnel.

    Support and facilitate the following functions:

    Written and verbal sponsor communication.

    Project team communications and coordination, including milestone management & communication of deliverables.

    Inter-project team communications and coordination.

    Issues and risk management.

    Coordinate with IT resources.

    Coordinate with the program enterprise architect.

    Team meeting and sponsor meeting management.

    Support and facilitate the following deliverables:

    Scope definition and management.

    Business requirements and needs analysis, based on various stakeholder perspectives.

    Support the implementation of organizational design and change management with respect to a culture resistant to change, as developed and approved by the BPA manager.

    Process and system design requirements.

    Communication and project management best practice gap analysis.

    Business improvement strategy implementation planning.

    Business requirements and needs analysis.

    Gap analysis from the as is to the to be state.

    Integrate architecture design.

    Create end user training, including draft/creation of training materials.

    Facilitate the creation and documentation of revised processes and org roles and responsibilities.

    Mark documents and maintain filing system(s), files, emails and records in accordance with compliance requirements. Share and disperse documents only to appropriate personnel (those with a Lawful Government Purpose (LGP) to know). Mark and maintain all official records in accordance with the Information Security (INFOSEC) and Information Governance & Lifecycle Management (IGLM) standards and procedures. Validate official records are accurately maintained for auditing purposes.

    Develop and foster relationships with stakeholders vital to the success of project(s), including strategic partners and managers at all levels across BPA.

    Communicate regularly with executive sponsors, key stakeholders, strategic partners, and managers at all levels across BPA independently and in team meetings.

    When necessary, facilitate the successful transition of a project or program of projects to another project manager including any training, documentation, or meeting coordination required to bring the new PM fully up to speed on all critical aspects of the work and introduce them to executive sponsors and key stakeholders.

    REQUIREMENTS

    Education & Corresponding Experience (required on matrix)

    A bachelor s degree in Computer Science, Business Administration or Management, Organizational Development, Engineering (or related discipline) is preferred.

    With an applicable bachelor s degree, 10 years of experience is required..

    With a bachelor s degree not in an applicable field, 12 years of experience is required.

    Without a bachelor s degree, 14 years of experience is required.

    Experience must include direct work experience in a project management capacity, managing projects in accordance with industry project management principles, including all aspects of process development and execution.

    Note: Level 3 is typically responsible for medium- to large-sized projects (25M and higher lifecycle cost).

    Required Technical Skills & Experience (required on matrix)

    Knowledge of product management as well as process management.

    Inspection / IT Testing

    Processes and procedures must ensure Federal personnel review inspection findings and CFTE recommendations before acceptance or rejection of material(s) / item(s).

    HR Support

    CFTE may assist with HR functions per established procedures, processes and guidelines (e.g., timekeeping).

    Policy Development

    BPA s process for Policy development includes multiple levels of federal review prior to acceptance / adoption.

    Interpretation of Policy/Regulations

    Only BPA federal employees may determine the applicability and interpretation of regulations.

    CFTE are not permitted to interpret regulations for or on behalf of BPA. Regulations are interpreted by federal personnel and communicated via standards, guides, policies and processes.

    Representing BPA

    Contract workers are required to identify themselves and their employer in signature blocks, in introductions and have a nameplate outside their cubicle.

    CFTE must receive written VP approval to represent BPA at outside events, such as workshops, seminars or conferences.
