 Expected Schedule: Approximately 18–20 hours per week

 Pay Range: $78.00–$81.00 per hour

 Current PMP certification is required.

The selected candidate must also successfully complete applicable USDA suitability/background, system-access, and PIV requirements. No Secret or Top Secret clearance has been identified for this position.

Position Overview

SMX Services & Consulting, Inc. is seeking an experienced Project Manager to support the U.S. Department of Agriculture (USDA), Animal and Plant Health Inspection Service (APHIS), Veterinary Services application portfolio.

This is a part-time Key Personnel position, allocated approximately 960 hours annually, responsible for managing and coordinating IT operations, maintenance, application support, and related project activities.

The technical environment includes Java, .NET, web and mobile applications, REST/SOAP services, cloud technologies, DevOps, and both legacy and modern application architectures.

Key Responsibilities

• Lead project management activities for application operations and maintenance.
• Coordinate activities between USDA stakeholders and technical delivery teams.
• Manage Agile activities, including sprint, backlog, and release planning.
• Coordinate maintenance, enhancements, bug fixes, security remediation, and production releases.
• Manage schedules, priorities, risks, dependencies, deliverables, and stakeholder communications.
• Coordinate multidisciplinary teams supporting development, system administration, cybersecurity, troubleshooting, and application sustainment.
• Identify project and operational risks and coordinate mitigation efforts.
• Ensure required project plans, reports, schedules, documentation, and contract deliverables are completed.
• Support USDA security requirements and operational procedures.
• Facilitate communication between technical teams, business stakeholders, and Government representatives.
• Support performance reporting, operational reviews, continuous improvement, knowledge transfer, and continuity of operations.

Required Qualifications

• Current PMP certification
• Experience managing IT projects, application operations and maintenance, or application support environments
• Experience coordinating multidisciplinary technical teams
• Strong knowledge of project management methodologies such as PMBOK, Agile, Waterfall, and/or ITIL
• Experience managing schedules, risks, priorities, deliverables, and stakeholder communications
• Strong organizational, problem-solving, written, and verbal communication skills
• Ability to meet applicable Government security and system-access requirements

Preferred Experience

Experience with enterprise application environments involving application O&M, Agile software development, .NET/C#, Java, Microsoft Azure, Azure DevOps, Git, Kubernetes, CI/CD, ServiceNow, cybersecurity/vulnerability remediation, system administration, and application performance management is desirable.

Previous USDA or other Federal Government IT experience is a plus.

Compensation & Schedule

Pay: $78.00–$81.00/hour

 Annual Allocation: 960 hours

 Average Schedule: Approximately 18–20 hours per week

Actual work schedules will be coordinated based on customer and contract requirements.
