Position Overview

We are seeking a senior Project Manager to lead the delivery of project management and program integration support services for the U.S. Coast Guard (USCG) Office of Resource Management, Reimbursable Management Division (CG-835). In this Key Personnel role, you will serve as the single point of contact to the Contracting Officer (CO) and the Contracting Officers Representative (COR), directing a small team that supports the full life-cycle management of Inter/Intra-Agency Agreements (IAAs), Interagency Reimbursable Work Agreements (IRWAs), and Assisted Acquisitions across the Chief of Staff (CG-COS), Deputy Commandant for Operations (DCO), and Deputy Commandant for Systems (DCS) portfolios.

This position is central to CG-835s alignment with Department of Homeland Security (DHS) and Department of the Treasury modernization efforts including implementation of Treasurys G-Invoicing platform, standardization of Intragovernmental (IGT) Buy/Sell business processes, and Chief Financial Officer (CFO) audit readiness. The successful candidate will combine federal program management discipline with hands-on expertise in SharePoint, the Microsoft Power Platform, and AI-enabled analytics to optimize workflows, strengthen controls, and deliver measurable mission outcomes.

Key Responsibilities

Contract & Stakeholder Leadership

  • Serve as the single point of contact for the Contracting Officer and Contracting Officers Representative (COR), maintaining accountability for all contractor work performed under the task order.
  • Be available to the COR by telephone between 0800 and 1600 local time, Monday through Friday, and respond to requests for discussion or resolution of technical problems within four (4) hours of notification.
  • Designate and manage qualified alternate(s) authorized to act in the Project Managers absence, ensuring continuity of operations and uninterrupted communication with the Government.
  • Ensure all contractor activities remain aligned with USCG mission objectives and CG-835 organizational priorities throughout the period of performance.

Project & Program Management

  • Manage the full project lifecycle, from initiation, planning, and execution through monitoring, control, and closeout.
  • Direct and integrate the work of two (2) Intermediate Technical Analysts performing transaction management, financial oversight, system and data integrity, and advisory and compliance activities.
  • Plan and oversee resource allocation, scheduling, and risk management to deliver on schedule, on scope, and within Government expectations.
  • Develop and execute pilots and proof-of-concept efforts to validate delivery approaches, including hypotheses, success criteria, and measurable metrics.
  • Establish and operate a metrics dashboard reporting trends and impact on mission responsiveness, cost, and risk; facilitate retrospectives and propose data-driven adjustments.

Reporting & Deliverables

  • Submit monthly status reports to the COR via electronic mail no later than five (5) business days after the end of each reporting month, including a summary of work performed, technical progress, schedule status, and any concerns or recommendations.
  • Deliver status reports covering current and prior-year life-cycle activity, including project requirements, Receipt, Performance, and Acceptance, through closeout.
  • Produce strategic reports identifying gaps, recommended improvements, and implementation plans for modernizing CG-835 life-cycle processes.
  • Provide all written deliverables in electronic format compatible with the USCG Standard Workstation (Microsoft Office); deliver any electronic file exceeding 5 MB on CD-ROM in accordance with USCG internet restrictions.
  • Treat all contractor-developed processes, procedures, documentation, photography, and electronic data generated under this task order as Government property.

Strategic Analysis, Process Improvement & Agile Transformation

  • Translate rules and audit checkpoints into explicit control objectives, co-developing evidence requirements, testable criteria, and acceptable lean alternatives with auditors and oversight stakeholders.
  • Lead agile transformation activities, including support for enterprise transformation, lean alternatives to current processes, Scrum and Kanban implementation, modernization of governance and compliance, and development of training and playbooks to institutionalize new practices.
  • Apply AI-enabled tools for data analysis, risk prediction, and automated reporting to support data-driven decision making across the IAA portfolio.
  • Optimize collaboration and workflow automation using Microsoft SharePoint and the Power Platform (PowerApps, Power Automate, Power BI), and provide training and support to government stakeholders on adopted tools.
  • Assist in preparation of periodic financial and performance reports and conduct annual reviews to measure performance and identify continuous-improvement opportunities.

Compliance, Conduct & Workforce Management

  • Ensure all contractor employees comply with applicable Government regulations, policies, and procedures (fire, safety, sanitation, environmental protection, security, and access controls) and present a professional appearance reflecting positively on the United States, DHS, and USCG.
  • Provide written justification and qualified substitutes when proposing replacement of any individual designated as Key Personnel, with no less than fifteen (15) business days advance notice to the Contracting Officer.
  • Safeguard unclassified Security Sensitive Information and proprietary information against unauthorized disclosure or dissemination in accordance with law and Government policy.
  • Confirm Section 508 accessibility compliance for any electronic and information technology developed, procured, maintained, or used in support of the task order.

Preferred Qualifications

  • Project Management Professional (PMP) certification from the Project Management Institute (PMI), or equivalent (e.g., PgMP, FAC-P/PM Senior).
  • Certified Scrum Master (CSM), SAFe Agilist, or comparable agile certification.
  • DHS Acquisition Program Management certification or Federal Acquisition Certification Contracting Officers Representative (FAC-COR) credential, supporting interaction with Certified Acquisition Approval Officials (CAAOs).
  • Prior experience supporting USCG, DHS components, or other federal CFO-Act agencies on financial management, reimbursable agreements, or audit readiness engagements.
  • Hands-on familiarity with the USCG Financial Systems Modernization Solution (FSMS), General Ledger (GL), Acquisitions Performance Management System (APMS), and Treasurys G-Invoicing platform.
  • Experience implementing Scrum, Kanban, or other agile delivery frameworks within federal program offices.
  • Active or recent DHS suitability/Public Trust determination.

Education

  • Required: Bachelors degree from an accredited institution. Equivalent experience may substitute as defined under the Senior Analyst labor category (twelve (12) years of equivalent experience with at least six (6) years in the specialty).
  • Preferred: Masters degree in Business Administration, Public Administration, Project Management, Finance, Accounting, Information Systems, or a closely related field.
