Key Responsibilities
Project Management & Execution
- Manage multiple civil utility construction projects simultaneously from award through final completion.
- Develop and maintain project schedules, budgets, procurement plans, and resource forecasts.
- Oversee project startup activities, subcontractor buyout, and material procurement.
- Monitor project performance and implement corrective actions as necessary to achieve project objectives.
- Coordinate project activities with superintendents, field engineers, subcontractors, suppliers, and clients.
- Ensure compliance with contract documents, specifications, permits, and regulatory requirements.
Financial Management
- Develop and maintain project cost tracking and forecasting reports.
- Review and approve invoices, pay applications, purchase orders, and subcontractor payments.
- Manage project budgets, identify cost risks, and implement cost-control measures.
- Prepare monthly financial projections and progress reports for senior management.
- Negotiate and manage change orders, claims, and contract modifications.
Client & Stakeholder Relations
- Serve as the primary point of contact for owners, engineers, municipalities, and utility authorities.
- Lead project meetings and provide regular progress updates to clients and stakeholders.
- Maintain positive working relationships with inspectors, regulatory agencies, and utility representatives.
- Address project concerns and resolve issues in a timely and professional manner.
Construction Operations Support
- Collaborate closely with field leadership to develop construction sequencing and work plans.
- Review project drawings, specifications, and constructability considerations.
- Assist with coordination of utility shutdowns, tie-ins, testing, commissioning, and startup activities.
- Support field teams in resolving design conflicts, unforeseen conditions, and operational challenges.
Safety & Quality
- Promote a culture of safety and ensure compliance with all company, OSHA, and site-specific requirements.
- Participate in safety planning and risk management activities.
- Ensure all work meets project specifications, quality standards, and owner expectations.
- Support quality control documentation and project closeout procedures.

Profile
Required Qualifications
- Bachelor's Degree in Civil Engineering, Construction Management, or related field preferred.
- 5+ years of project management experience within civil, utility, underground construction, or infrastructure projects.
- Strong knowledge of:
- Water main installation
- Sanitary sewer systems
- Storm sewer construction
- Force mains and pump stations
- Excavation and trenching operations
- Utility relocation and coordination
- Site development and earthwork
- Experience managing public-sector infrastructure projects.
- Understanding of contract administration, project controls, scheduling, and estimating.
- Proficiency with:
- Microsoft Project
- Primavera P6 (preferred)
- Bluebeam
- HCSS HeavyJob (preferred)
- Microsoft Office Suite
- Ability to read and interpret engineering plans, specifications, and contract documents.
