Civil Project Manager II

We are seeking a Civil Project Manager II to lead civil engineering and site development initiatives for large-scale retail and commercial construction projects. This role will oversee civil design, geotechnical coordination, permitting, consultant management, and infrastructure planning from concept through construction completion.

The ideal candidate will bring strong experience in civil engineering, site development, project management, and cross-functional coordination while balancing design quality, cost control, compliance, and operational efficiency.

Responsibilities

  • Manage the development of preliminary and final civil engineering plans through external engineering consultants.
  • Oversee site development activities including grading, drainage, utilities, parking, access, landscaping, and subsurface/geotechnical design.
  • Coordinate with internal stakeholders, contractors, consultants, and municipal agencies throughout the development lifecycle.
  • Review and evaluate prospective development sites, identifying engineering risks, costs, and feasibility considerations.
  • Create and maintain detailed project cost estimates, technical documentation, and approval packages.
  • Support permitting efforts and resolve engineering and regulatory issues with local municipalities and agencies.
  • Manage civil, geotechnical, utility exploration, and environmental consultants to ensure quality, compliance, and schedule adherence.
  • Review geotechnical reports and provide cost-effective engineering solutions related to site conditions and environmental impacts.
  • Collaborate with construction teams to resolve design and field issues during active construction projects.
  • Maintain quality control standards and ensure engineering deliverables align with company standards and regulatory requirements.
  • Assist with ongoing improvements to engineering standards, design manuals, and site development processes.
  • Travel to project sites as needed throughout development and construction phases.

Required Qualifications

  • Bachelor's degree in Civil Engineering or related field.
  • 7+ years of experience in civil engineering, site development, project management, or related engineering disciplines.
  • Strong understanding of civil engineering design principles, site development, utilities, drainage, grading, and geotechnical coordination.
  • Experience managing engineering consultants, contractors, and cross-functional project teams.
  • Strong knowledge of permitting processes, municipal codes, and regulatory requirements.
  • Excellent communication, organization, and problem-solving skills.
  • Proficiency with Microsoft Office tools.

Preferred Qualifications

  • Professional Engineer (PE) certification preferred.
  • Experience with commercial or retail site development projects.
  • Familiarity with AutoCAD Civil 3D.
  • Experience with construction cost analysis, risk assessment, and value engineering.
  • Master's degree in Civil Engineering or related discipline preferred.
