Project Manager Expense Management

I. SUMMARY OF THE FUNCTION/ROLE
The Telecom Services & Expense Management Unit team provides Telecom Services support, Expense and Financial management support. The incumbent candidate will assist in establishing and optimizing processes for the Telecom Services & Expense Management Unit, including but not limited to, establishing processes for management and monitoring spending, analysis, forecasting, financial planning, invoice audit and expense analysis, variance reporting and analysis, forecasting procurement requirements for new purchases, contract modifications, and vendor payments.

II. MAJOR RESPONSIBILITIES/ACCOUNTABILITIES • Demonstrated expert level proficiency in SQL, advanced analytics platforms such as Tableau, and the ability to work effectively with large data reports to ensure accuracy in identifying cost savings opportunities and optimizing expenditures and invoice overcharges from carriers.
• Establish/Optimize process for the preparation and audit invoices, wireless plans and wireless equipment purchases from all carriers, budget variances/ expense reports for the department; Analyze report for data integrity.
• Establish/Optimize process to Review Cost Benefit Analyses (CBAs) and ROI.
• Establish/Optimize process to Analyze vendor expenses and compare to funding of contract.
• Establish/Optimize process to Prepare budget expense variances reports • Establish/optimize preparation of reports, and analyses in areas such as Machine-to-Machine accounts, forecasts, expense reports, and business forecasts • Establish/Optimize preparation status reports on in-process and completed projects. To indicate if projects are within budget parameters from both a dollar and time perspective.
• Establish/Optimize process to prepare and evaluate mid-year and year-end forecasts, monitor spending, and secure rollover of unspent funds • Establish/Optimize process to track planned and actual expenses in support of the annual budget process • Establish/Optimize process to Investigate and resolve overcharges and anomalies found during audit and analysis of wireless vendors accounts

Administration & Maintenance Database
• Manage existing database: backups, restores, indexing, performance tuning.
• Monitor database health, storage, query performance, and job schedules.
• Ensure data integrity, enforce constraints, and maintain normalization.

Data Ingestion & Loading
• Create, manage, and optimize ETL/ELT pipelines.
• Load data from files, APIs, vendor portals, Excel and external systems.
• Validate incoming data, handle malformed records, and manage staging tables.
• Automate imports with stored procedures, scripts, or scheduled jobs.

SQL Coding & Advanced Querying
• Write complex SQL queries (joins, windows, CTEs, aggregation).
• Debug and optimize slow queries.
• Build views, materialized views, functions, and stored procedures.
• Use partitioning and indexing strategies to improve performance.

Data Modification & Structure Updates
• Safely add/modify tables, columns, constraints, and relationships.
• Refactor existing code with backward compatibility.
• Manage schema migrations and version control for SQL scripts.
• Plan and execute changes without disrupting production systems.

Security & Access Control
• Manage user roles, permissions, and least privilege access.
• Implement auditing, logging, and compliance controls.
• Secure data at rest and in transit; evaluate risks before changes.

Troubleshooting & Incident Support
• Diagnose failed jobs, ingestion errors, missing data, or corrupted records.
• Investigate slow queries or lock/contention issues.
• Use logs, execution plans, and profiling to identify root causes.

Client & Stakeholder Advisory
• Translate technical database concepts into clear business impacts.
• Recommend data models, workflow changes, and architecture improvements.
• Provide guidance on reporting, analytics, and operational constraints.
• Set expectations for delivery timelines and resource requirements.

Documentation & Knowledge Transfer
• Document database structures, ETL pipelines, major queries, and workflows.
• Create onboarding guides, runbooks, and change management notes.
• Provide training or walkthroughs for non SQL stakeholders.

Modern Platform Skills (Cloud Friendly)
• Deploy and manage databases in cloud platforms (Azure SQL, AWS RDS, etc.).
• Understand data lake integration, pipelines, and blob storage workflows.
• Use DevOps/CI tools for automated deployments and testing

III. QUALIFICATIONS
Experience and Education Requirements
• Master's degree in finance, Accounting or Economics preferred • 10 Years of Experience in Telecom Services & Expense Management • Experience with project-based financial management, telecom expense management, budgeting/forecasting and or auditing a plus • In-depth invoice analysis and audit • Ability to independently compile, research and perform in-depth analysis of projects and data • Excellent problem-solving skill and analytical capabilities • Prior forecasting and reporting experience required - Strong Financial Background • Strong communication, analytical and data organization / interpretation skills • Proven ability to multi-task, work under pressure, and meet tight deadlines • Attention to detail and accuracy is required • Superior skills with Microsoft Office applications (Excel, PowerPoint, Word, Outlook) • Outstanding organizational and quantitative skills as well as experience managing and resolving complex resource allocation problems • Ability to perform high-volume work accurately and independently • Ability to gather business requirements and outline business needs • Ability to perform financial analysis using various financial system • Excellent written and oral communications skills • PeopleSoft Finance Modules • ServiceNow Reporting Modules.
