Description
A well-established heavy civil contractor is seeking an experienced Project Manager to oversee underground utility and infrastructure projects throughout the Mid-Atlantic region. This position will manage projects involving water, sewer, storm drain, rehabilitation, and trenchless utility construction for municipal and public-sector clients.
The ideal candidate will have experience managing multiple utility projects simultaneously, coordinating field operations, maintaining client relationships, and ensuring projects are delivered safely, on schedule, and within budget.
Responsibilities
Manage all phases of underground utility construction projects from preconstruction through closeout
Oversee budgets, schedules, subcontractors, procurement, and project documentation
Coordinate with superintendents, field personnel, engineers, inspectors, and owners
Lead project meetings and maintain strong communication with municipal clients and utility authorities
Track project costs, change orders, forecasting, and monthly reporting
Ensure compliance with safety standards, quality requirements, and contract specifications
Assist with estimating, buyout, and project planning as needed
Manage trenchless and open-cut utility construction operations when applicable
Support permitting, inspections, and utility coordination efforts
Preferred Background
5+ years of Project Management experience in heavy civil or underground utility construction
Experience with water, sewer, stormwater, or wastewater infrastructure projects
Knowledge of trenchless technologies such as CIPP, pipe bursting, sliplining, or rehabilitation work is a plus
Strong understanding of public works and municipal contracting
Experience managing self-perform crews and subcontractors
Ability to read and interpret plans, specifications, and contracts
Strong communication, organizational, and leadership skills
Proficiency with project management software and Microsoft Office Suite
