Description Receives project related assignments and sees projects through to completion, including development, design or design assistance, plan review, contract management, field inspection/review, problem solving, and troubleshooting; coordinates reviews and approvals of subdivisions and building permits for engineering requirements; develops or sees to development of engineering plans, the designs and specifications for public works projects and activities. The principal function of an employee in this class is to coordinate the engineering review and management of public works projects, both small and large scale. This individual may be assigned to perform or supervise approval of subdivisions, residential and commercial building permits, and other development applications, including designs as requested by supervisory personnel. This individual may assist on the development team and is responsible for delivering exceptional customer service to the public and to city employees. A critical function of this position is frequent contact with the public, developers, consulting engineers, contractors, city employees, and government agencies. Work assignments are usually broad in scope and involve the use of good judgement and accuracy in making decisions. The work is performed under the direct supervision of the city engineer. This individual mentors and supervises engineering activities of the engineering technicians; and performs duties of other employees in the engineering department. The principal duties of this class are performed in a general office environment and in the field with an emphasis on teamwork; work responsibilities include both indoor and outdoor environments. Responsibilities
Coordinates engineering activities on development plan reviews and approval processes with the public, developers, architects, engineers, and government agencies as directed. Serves as a project manager and coordinates projects through completion. Mentors other engineering employees assigned to assist in review and inspection of new development plans and construction projects. Represents the engineering department in meetings with architects, engineers, contractors, developers, and the public. Represents the engineering department at public hearings before the Planning & Zoning Commission and City Council meetings as requested. Provides written tracking of the subdivision plan review process from preliminary plat submittal through construction and final plat. Provides written tracking of the engineering review of residential building permits as assigned. Provides written tracking of the commercial civil site plan review process as assigned. Provides detailed technical information and periodic project updates to the city engineer and/or public works director. Assures water main designs reviewed under his/her review or direction, sewer main designs, and street designs are in accordance with federal, state, and city requirements. Assures sewer main designs under his/her review or direction meet city and State of Idaho Division of Environmental Quality requirements. Assures street designs meet city requirements. Monitors and directs the activities of contractors, developers, engineers, and consultants performing work within the city to ensure compliance with federal, state, and city codes and standards. Inspects construction projects for compliance with city engineering standards and specifications and for compliance with plans, contracts, and specifications. Brings areas of non-compliance to attention of contractor and directs the contractor to remove, repair, or replace unacceptable work. Develops and reviews engineering designs of public works construction projects and activities. Conducts feasibility studies and field reviews of current and proposed projects to evaluate project needs, determine parameters, recommend design features and modifications, and prepare preliminary project costs. Provides design support and inspection services for city owned/managed construction projects. Prepares bidder sheets and cost estimates for public works contracts. Prepares contract documents and conducts pre-construction conferences with successful bidder. Negotiates, prepares and authorizes construction change orders and other miscellaneous contracts and agreements. Fields engineering questions regarding building permit requirements as needed. Coordinates utility location and construction activities with utility representatives and construction crews. Prepares documentation and obtains required construction permits from a wide variety of regulatory agencies. Acts as a lead contact to plans examiners, inspectors, contractors, and the general public. Mentors and supervises engineering staff in the completion of assigned tasks and management of workflow as assigned. Provides needed information and demonstrations on how to perform certain work tasks to new employees in the same or similar class of positions. Keeps immediate supervisor and designated others fully and accurately informed concerning work progress and project status, including present and potential work problems and suggestions for new or improved ways of addressing such problems. Attends approved meetings, conferences, workshops, training sessions; and reviews publications and audio-visual materials to become and remain current on the principles, practices and new developments in assigned work areas. Responds to citizens' questions and comments in a courteous and timely manner. Communicates and coordinates with others to maximize the effectiveness and efficiency of interdepartmental operations and activities to help keep a positive work environment. Respects the opinions of others and maintains a positive and professional working relationship with employees, supervisors, and others. Accepts and performs, in a timely and effective manner, changes in work assignments and/or how work is performed. Performs other related duties as assigned.
Minimum Qualifications
High School diploma or GED and at least two (2) years of college or technical training school, with specialization in subjects related to the field of civil engineering or project management; and Extensive field and office experience in public works projects; and Minimum of four (4) years' experience in surveying, drafting, construction, and inspection of a civil engineering nature; or Any equivalent combination of education, experience, and training which provides the knowledge, skills, and abilities necessary to perform the work.
Licenses, Certifications and Other Requirements:
Possession of a current and valid driver's license. Subject to a pre-employment drug test and background check.
