Project Manager II – Capital Projects

Overview:

At Community Transit, we are looking for a Project Manager II, Capital Projects to join our team and lead a diverse portfolio of transit infrastructure projects. In this role, you’ll lead projects that do more than change buildings and infrastructure—they improve how people move through their communities every day. From upgraded bus stops and passenger facilities to new transit centers, stations, park-and-ride facilities, and operating and maintenance facilities, you’ll help turn ideas and investments into projects that serve riders, employees, and the region for years to come.

 

You’ll take ownership of assigned capital projects from initiation through design, construction, and closeout, bringing together teams, consultants, contractors, and stakeholders to keep projects moving and deliver results. The work requires balancing scope, schedule, budget, quality, safety, and operational needs while navigating the challenges that come with complex public infrastructure projects.

 

In this role, you’ll work with oversight but without direct supervision, exercising independent judgment within established project parameters. The position requires the ability to recognize when major decisions, risks, and cost impacts need to be escalated to the appropriate stakeholders.

Essential Duties:

• Develop and manage project implementation plans including work breakdown structure, schedule, resources, cost estimates, contingencies, forecasts, key performance indicators, and risks. Research, document, and refine project scope, business case, and requirements. Communicate project status, risks, costs, issues, and recommended actions succinctly to project stakeholders and agency leaders and adjust plans as necessary to accomplish project objectives.
• Coordinate and facilitate project teams consisting of appropriate internal stakeholders, contractors, consultants, and external agencies. Establish clear expectations, facilitate cooperation, support accountability, and communicate project requirements. Influence stakeholders and build alignment while escalating major decisions and issues to the appropriate level.
• Support fiscal and budget management for assigned projects. Monitor commitments, expenditures, forecasts, and variances; review invoices and project costs; and support contracts, purchase orders, task orders, and change orders in accordance with agency policies and procedures. Make minor project decisions independently and surface major decisions or material cost impacts to stakeholders.
• Support procurement and manage vendor and consultant relationships with appropriate support. Coordinate scopes of work, procurement activities, consultant and contractor deliverables, and performance. Monitor vendor activity and address routine issues to support successful project delivery.
• Prepare short-term plans as projects progress. Identify, assess, track, and mitigate project risks; identify and communicate changes to scope, schedule, cost, and resources; and develop plans to mitigate construction impacts on transit service, traffic flow, local communities, and agency employees.
• Complete projects in a professional manner meeting approved scope, budget, schedule, quality, and safety requirements. Track and report key performance indicators, support project turnover and closeout, and prepare end-of-project documentation and reports.
• Coordinate regulatory and stakeholder requirements, including applicable federal, state, and local requirements for right-of-way, environmental impacts, design/build, permitting, workplace safety, public involvement, and other project approvals. Work with internal and external stakeholders to support compliance and project delivery.
• Perform other duties of a similar nature or level.

Requirements:

Minimum Qualifications

• High school diploma or GED plus three or more years of related work experience in project planning, management, and execution.
• Experience coordinating project work, schedules, budgets, stakeholders, vendors, consultants, or contractors.
• Experience communicating project status, risks, costs, issues, or performance information to a variety of audiences.

An equivalent combination of education and experience to successfully perform the job duties is also accepted.

 

Preferred Skills and Knowledge

• Three or more years of related project management experience.
• Experience working in government or the public sector.
• Project Management Institute (PMI) certification.
• Experience independently managing vendors/consultants.
• Experience supporting or managing capital projects valued over $1 million
• Experience working in the public sector and/or planning and construction of transit and transportation infrastructure

• Fiscal and accounting standards and common budgetary practices.

Working Conditions

 

Work is performed both indoors in an office environment, and outdoors in varying weather conditions.  Requires the ability to operate standard office equipment and keyboards.  Must have the ability to move throughout the building, between buildings, and to field locations.  You may be exposed to automotive fumes, odors, dusts, and may need to complete tasks in noisy environments.  Lifting and carrying of supplies and equipment up to 30 pounds will be required occasionally.  Hybrid telework is available for most administrative positions.
