Project Manager II - NIDHC

• Manage operational elements of one or more individual projects within the Ecosystem program.
• Document project scope and plans, confirming objectives, technologies, schedules, milestones, deadlines, funding, and available resources with key stakeholders.
• Communicate and collaborate with project team members, management, and external stakeholders about project requirements and objectives.
• Document and evaluate existing processes, procedures, and guidelines, making recommendations for enhancements and obtaining approval for out-of-scope modifications.
• Monitor overall project costs incurred, preparing and maintaining project budgets and related financial reports.
• Monitor subrecipient budgets and expenditures, streamlining invoice tracking to ensure absolute alignment with the project's Statement of Work (SOW).
• Negotiate vendor pricing and manage the end-to-end requisition process, including quote solicitation, documentation preparation, and supply request submissions in Oracle.
• Manage and audit the Ecosystem partner distribution list and directory to ensure 100% communication accuracy and resolve contact discrepancies.
• Facilitate partner engagement by scheduling meetings, preparing agendas, taking minutes, and managing post-meeting action follow-ups.
• Oversee the end-to-end admission process for prospective Mil-Civ Health Ecosystem partners, including coordinating proposal evaluations and communicating admission decisions.
• Update and maintain stakeholder trackers, admission proposals, and the program's capability catalog.
• Maintain and organize shared electronic files (e.g., Google Drive), ensuring proper document version control and accessibility.
• Monitor and update the program website to ensure content remains current, accurate, and aligned with organizational branding.
• Coordinate with the HJF Communications Department to assist in the development of annual reports and program promotional materials.
• Support the Ecosystem Manager in planning, coordinating, and executing Ecosystem events, as well as broader NIDHC events as needed.
• Perform other duties and responsibilities as assigned or directed by the supervisor, including participation in required training.

HJF is seeking a Project Manager II to assist in the successful completion of key deliverables and objectives for the Military-Civilian Health Ecosystem. This program operates under the National Institute for Defense Health Cooperation (NIDHC), a federal organization and academic center based at the Uniformed Services University that supports the Department of Defense and the federal interagency.

The Project Manager II will oversee the work of technical and administrative staff and will serve as the primary liaison between internal and external stakeholders. Reporting to the Mil-Civ Health Ecosystem Program Manager and the Chief Scientific Officer, the Project Manager II will manage operational and critical administrative functions.

The National Institute for Defense Health Cooperation (NIDHC) was established in 2025 by combining three defense entities: the National Center for Disaster Medicine and Public Health (NCDMPH), the Center for Global Health Engagement (CGHE), and the Defense Institute for Medical Operations (DIMO). Its mission is to support military and civilian health operational readiness in crisis and conflict through training and education, planning and partnership, and research and analysis. Based at the Uniformed Services University, NIDHC is a federal organization and academic center that supports the DoD and the federal interagencies.
