    Job Description

    Our client is seeking an experienced IT Project Manager to lead the planning, execution, and delivery of technology initiatives that directly support the agency's mission of serving Indiana citizens. This role is responsible for managing complex, enterprise-scale IT projects from initiation through closure, ensuring on-time, on-budget delivery while maintaining alignment with agency strategic goals.
    The IT Project Manager will collaborate closely with agency leadership, business stakeholders, vendors, and cross-functional teams. The ideal candidate brings government or public-sector experience, a strong command of project management methodologies, and the ability to navigate the regulatory and compliance requirements unique to state government IT environments.

    Project Planning & Delivery
    • Define project scope, objectives, deliverables, timelines, and resource requirements in collaboration with IT leadership and business owners.
    • Develop and maintain comprehensive project plans, work breakdown structures (WBS), and milestone schedules using standard PM tools.
    • Lead all phases of the project lifecycle: initiation, planning, execution, monitoring & control, and closeout.
    • Manage project budgets, track expenditures, and report financial status to leadership and oversight bodies.
    Stakeholder & Vendor Management
    • Serve as the primary point of contact for internal business units, IT teams, and external vendors throughout project delivery.
    • Facilitate project steering committee meetings, status reviews, and executive briefings with clear, concise reporting.
    • Manage vendor contracts, statements of work (SOWs), and performance SLAs in coordination with procurement and legal.
    • Build and sustain strong working relationships across agency divisions and with other State of Indiana agencies.
    Risk, Issue & Change Management
    • Identify, assess, and proactively mitigate project risks and issues; maintain a current risk register with documented response plans.
    • Manage change requests through a formal change control process, evaluating impact on scope, schedule, and cost.
    • Escalate critical issues to the IT Director and executive stakeholders with recommended remediation options.
    Governance & Compliance
    • Ensure all projects comply with Indiana Office of Technology (IOT) standards, IDOA procurement policies, and applicable state and federal regulations.
    • Coordinate with security, privacy, and compliance teams to ensure proper data handling, HIPAA adherence (where applicable), and audit readiness.
    • Maintain complete project documentation in the BMV's designated project management and document management systems.
    Team Leadership
    • Lead and motivate project teams composed of Agency staff, IOT resources, and third-party vendors without direct supervisory authority.
    • Foster a collaborative, accountable team culture focused on delivery quality and continuous improvement.
    • Mentor junior project coordinators and contribute to the development of IT project management standards and best practices.

    Requirements
    • Bachelor's degree in Information Technology, Computer Science, Business Administration, or a related field; OR equivalent combination of education and experience.
    • Minimum of 3 years of demonstrated experience managing IT projects with measurable outcomes.
    • Proven experience delivering projects using both Waterfall and Agile/Scrum methodologies.
    • Proficiency with project management tools such as Microsoft Project, Azure DevOps, Jira, or similar platforms.
    • Strong verbal and written communication skills; ability to present complex technical information clearly to non-technical stakeholders.
    • Experience managing project budgets and working within formal procurement and contracting processes.
    • Ability to obtain and maintain any required State of Indiana background clearances.

    Preferred Qualifications
    • Project Management Professional (PMP) certification from PMI, or equivalent (PRINCE2, CAPM with commensurate experience).
    • Agile certification (PMI-ACP, CSM, SAFe) or demonstrable Agile delivery experience in a government or regulated environment.
    • Experience working within state or local government IT environments, including familiarity with IOT standards and Indiana procurement processes.
    • Experience with large-scale COTS implementation projects 
    • Familiarity with cybersecurity frameworks (NIST, CIS Controls) and their application in project planning.
    • Experience supporting digital transformation or citizen-facing technology modernization initiatives.
