Job Title: Project Manager, Export Controls and Technology Transfer Implementation (#3439)
Location: Lilly Corporate Center, 893 S. Delaware Street, Indianapolis, IN 46225
Duration: 09 to 12 Months Contract
 
Pay Rate: $70-75/Hr on W2
 
Shift: 8 AM to 5 PM (Monday – Friday) – 40 Hours/Week

Position Summary
Client is integrating recently acquired companies into its export controls program. The U.S. Department of Commerce, Bureau of Industry and Security (BIS) controls specific items and technologies for export and technology transfers across boarders. This project spans two to three business units. The Project Manager will lead implementation of the internal controls needed to manage export controls for the recent acquisitions, from planning through documented, operational completion.
Export control and technical subject matter experts (SMEs) will provide the regulatory and technical content. The Project Manager's focus is driving progress: tracking delivery, identifying delays and roadblocks early, and finding solutions to keep work moving.
 
The Four Workstreams

1. Export controls: install and improve controls to detect and identify the controlled items.
2. Technology transfer controls: create and implement controls over transfers of controlled technology.
3. Deemed export controls: expand and improve controls over release of controlled technology to foreign persons.
4. Training: enhance existing training and create new training for affected audiences.

• Plan: build a comprehensive integrated project plan across all four workstreams, with milestones, dependencies, owners, and timelines.
• Track and unblock: monitor progress against the plan, identify delays and risks, and drive solutions, escalating to leadership when needed.
• Report: create and maintain a project dashboard, and deliver weekly and monthly metrics and status reports.
• Coordinate: schedule and facilitate cross-functional meetings and training sessions with business units, export control SMEs, and technical SMEs.Document: write and edit SOPs and job aids from SME input, and maintain project records of decisions, approvals, and control implementation.
• Work efficiently: use AI tools to speed drafting, summarizing, analysis, and reporting, with review for accuracy and compliance with client policy.

• Bachelor's degree.
• Demonstrated success as a project manager.
• Ability to track a multifaceted project across multiple business units.
• Proficiency in Microsoft Project or other relevant project management tools.
• Excellent analytical and writing skills, including procedures and job aids.
• Ability to leverage AI to speed the work.
• Strong teamwork and interpersonal skills, including the ability to influence without direct authority.

• Experience in the pharmaceutical industry or a science background.
• Project management certification (for example, PMP).
• Familiarity with export controls, trade compliance, or other regulated compliance work. Helpful but not required, since SMEs will provide expertise.
• Experience building project dashboards and metrics reports.

 
What Success Looks Like
At the end of the assignment, controls in all four workstreams are implemented and documented, SOPs and job aids are approved, training is deployed, and the project record is complete and ready for handoff to the permanent compliance organization.
