These experienced professionals provide administrative expertise, facilities management, natural and cultural resource planning, and a broad array of other professional skills that support the National Park Service through the Experienced Services Program (ESP).

This position is funded for up to 169 total hours.

Qualifications:

Minimum of 20 year(s) of experience in Project Management in Design and Construction environment OR BA/BS Degree in General Engineering, Landscape Architect, Architect, Project Management

  • Project management, historical architecture, experience with Secretary of Interior?s Standards for the Treatment of Historic Properties. Project Management Professional (PMP); Experience in managing A/E projects from design through construction. Experience working with historic structures and landscapes.
  • Experience required with Windows, MS Word, MS Excel, MS PowerPoint, MS Teams, MS Outlook
Duties:

Enrollee serves as a Project Manager for the four historical parks in Contra Costa County in the San Francisco Bay Area under the direction of the Resource Management and Planning and/or Facilities Division Managers and is responsible for initiating, establishing, guiding, and controlling multiple design/construction projects from inception (contracting) through completion. Enrollee will also assist with preparation of contract and/or financial assistance documentation for non-design/construction projects as needed.

  • Serves as the primary point of contact with parks, support offices, and region staff regarding assigned projects. Assists division chiefs in determining project scope (goals, objectives. deliverables, reporting requirements, work options, alternatives), schedules (timetables, milestones), budget (planning/ design/construction cost estimates, financing procedures), contracting preparation, project specialist assignments, A/E selection, and appropriate level of quality.   50%
  • Identifies discipline needs and selection criteria for A/E IDIQ selection. Coordinates core team, works with technical advisors, subject matter experts, compliance specialists, technical specialists, while keeping projects on schedule, resolving technical and scheduling problems as needed and developing corrective actions.   15%
  • Coordinates with compliance, and design and construction professionals to translate the parks? needs. Ensures project compliance and overall quality.   30%
  • Coordinates closeout activities for projects. Coordinates preparation of as-builts and other final contract documentation. Organizes and delivers meeting minutes, decisions, and final products into a project file for permanent park records.   5%

  • Required Certifications: PMP
  • Health and Safety Considerations: Review of appropriate Job Hazard Analyses for defensive driving, field work, working on construction sites, etc.
  • Required Safety Gear: PPE such as hardhats and construction yellow vests, possibly radio will be provided for site visits, but enrollee should have PPE such as work boots and protective clothing.
  • Physical requirements: Work is generally performed in an office setting, with occasional field work involving moderate risks of construction operations. Limited travel to project sites is expected. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions of this position.
