RHTP is seeking an experienced Senior Accountant to serve as the lead accounting resource for a multi-year federal initiative funded through the Centers for Medicare & Medicaid Services (CMS). The Senior Accountant will oversee ledger reconciliation across state and external agencies, support financial reporting, support with annual state budget submission and maintain federal compliance. This role is well suited to someone who likes both technical accounting work and building structure in a newer program, including helping stand up a new financial management system.
KEY RESPONSIBILITIES
Lead monthly, quarterly, and annual reconciliation of RHTP expenditures and revenues across ten state and six external agencies research and resolve variances.
Prepare, review, and facilitate adjusting and correcting entries with partner agencies and the State Controller's Office.
Maintain accurate General Ledger, chart of account structure, grant, project, task and cost center tracking.
Support quarterly and annual financial reporting to the State of Rhode Island and federal reporting to CMS, including Federal Financial Reports (SF-425), Use of Funds, downstream reporting and program expenditure reporting.
Support development of the State budget request and federal CMS grant budgets, budget narratives, and revisions.
Support with the design and development of reporting tools and standard operating procedures. Also support implementation and configuration of a new financial and program management system.
Help ensure expenditures meet 2 CFR 200 (Uniform Guidance), GAAP, and GASB requirements. Support single audit, general audit and subrecipient monitoring requests.
Act as backup to the Finance Director and provide day-to-day guidance and review for the Staff Accountant.
Support with other accounting and financial operational support as needed.
REQUIRED QUALIFICATIONS
Bachelor's degree in accounting, finance, or a related field.
5+ years of progressively responsible accounting experience, preferably in government or public accounting.
Strong general ledger experience, including reconciliations and journal entries.
Working knowledge of GAAP and GASB.
Advanced Excel skills (pivot tables, lookups, complex formulas, large datasets)
Strong attention to detail, organization, and ability to manage deadlines across multiple stakeholders.
Clear written and verbal communication with finance and non-finance staff.
PREFERRED QUALIFICATIONS
Experience supporting a new ERP or financial system implementation (strongly preferred).
Federal grant accounting experience, including 2 CFR 200 and federal financial reporting.
Familiarity with Workday, EUNA (eCivis) and/or OpenGov.
Experience with Power BI for financial reporting and dashboards.
CPA preferred, candidates actively pursuing certification (e.g., exam sections passed or in progress) are encouraged to apply.
