Primary Talent Partners has a new contract opening for a Project Manager - Senior to join a gas and electric company in Valparaiso, IN. This is a 9-month contract to start with the potential for extensions. 

Pay:$81.00 - $91.00/hr; W2 contract, no PTO, no Benefits. ACA-compliant supplemental package available for enrollment. Candidates must be legally authorized to work in the United States and must be able to sit on Primary Talent Partners W2 without sponsorship.


Description:
Key Responsibilities
Project Leadership & Execution
  • Lead all phases of CTG/CCGT project execution (development through COD)
  • Manage EPC contractors and OEMs (e.g., Client, Siemens, Mitsubishi)
  • Establish and maintain project scope, schedule, and budget (typically ***MM–***B+)
  • Ensure alignment with commercial, regulatory, and operational requirements
  • Drive decision-making and problem resolution across multidisciplinary teams
Engineering & Technical Coordination
  • In collaboration with our project engineering team and Owner’s Engineer, this candidate shall be knowledgeable on:
    • Gas turbine and steam turbine specifications and integration
    • HRSG design and performance
    • Balance of plant (BOP) systems (cooling water, fuel gas, electrical systems)
    • Phased construction approach
    • Grid interconnection requirements
    • Environmental permits
    • All applicable building and national codes
Construction Management
  • Oversee site construction activities for:
    • Civil works and foundations
    • Turbine installation and alignment
    • HRSG erection
    • Electrical and I&C installation
  • Monitor contractor productivity, safety, and quality performance
  • Lead site progress reporting and milestone tracking
  • Support outage coordination for tie-ins (if brownfield project)
Schedule & Cost Control
  • Track critical path and implement recovery plans as needed
  • Work with our project controls team to monitor and manage:
    • EPC and OEM schedules
    • EPC and OEM Change orders
    • Contingencies
    • Risk-adjusted forecastingContract & Commercial Management
  • Administer EPC, OEM, and service contracts
  • Manage claims, disputes, and contract negotiations
  • Ensure adherence to performance guarantees (heat rate*** output, availability)
Commissioning & Startup
  • In collaboration with our commissioning and start-up team, support:
    • Review of commissioning and start-up plan
    • Pre-commissioning and turnover
    • First fire and synchronization
    • Performance testing (GT/ST output, HRSG efficiency)
  • Coordinate with operations teams for successful handoff
  • Ensure achievement of COD and contractual milestones
Health, Safety, and Environmental (HSE)
  • Champion a strong safety culture and zero-incident mindset
  • Ensure compliance with OSHA and company safety standards
  • Oversee environmental compliance during construction and startup
Stakeholder Management
  • Interface with:
    • Executive leadership
    • Utility customers / key stakeholders
    • Regulatory agencies
    • Local communities
  • Deliver clear, concise project reporting and presentations


Qualifications:
  • The ideal candidate is a hands-on project leader with deep knowledge of combined-cycle construction, capable of managing OEMs, EPC contractors, and internal stakeholders while delivering technically complex projects safely, on schedule, and within budget.
  • We are seeking an experienced Senior Project Manager to help lead the development and execution of large-scale natural gas-fired power generation projects, including simple-cycle combustion turbines and combined-cycle (1×1, 2×1, 3×1) facilities.
  • This role is responsible for the development and management of the construction portion of the generation asset(s), including, but not limited to, procurement, EPC execution, commissioning, and commercial operation.
  • The ideal candidate brings deep expertise in EPC execution, utility-scale generation asset mixes, and complex stakeholder coordination in fast-paced, capital-intensive environments.


Education:
  • Bachelor's Degree in Engineering, Construction, Project Management, or other related field of study (Required)
  • Master’s degree or MBA (preferred)


Experience:
  • 10–15+ years of experience in power generation or heavy industrial projects
  • 7+ years managing large EPC projects (***MM+)
  • Demonstrated experience with:
    • Gas turbine projects (Frame units, aeroderivatives)
    • Combined-cycle plant construction (1×1 or larger)
  • Proven track record delivering projects:
    • On schedule
    • Within budget
    • Meeting performance guarantees
  • Knowledge of gas system design and operations including gas flow, construction, contracts, and emergency response.
  • Knowledge of local, state, and federal operating codes and construction codes
  • Proficiency with personal computers, construction scheduling software, Microsoft Excel, Power Point Presentations, and other computer software


Technical Expertise:
  • Strong understanding of:
    • CTG and CCGT plant design and operation
    • HRSG systems and thermodynamic cycles
    • High-voltage systems and grid interconnection
  • Familiarity with OEM platforms

Certifications (Preferred)
  • PMP (Project Management Professional)
  • OSHA 30 or equivalent safety certification

Required Qualifications for Position:

  • 3+ years’ experience working with pipeline construction contractors
  • 3+ years’ experience working with project budgets
  • Valid Driver’s License
  • Travel Percentage: 30 - 40%


Preferred Additional Qualifications for Position:
  • Project Management Professional (PMP) certification
  • Knowledge of gas system design and operations including gas flow, construction, contracts, and emergency response.
  • Knowledge of local, state, and federal operating codes and construction codes
  • Proficiency with personal computers, construction scheduling software, Microsoft Excel, Power Point Presentations, and other computer software related to pipeline construction project management
  • Working knowledge of operations support systems, i.e. WMS, etc.
