About the Role

Our client is seeking a Governance & Controls Manager to support capital projects in both development and execution. Working on the owner's side, you'll partner with Project Development Leads and Project Directors. You'll own two core areas: project governance, meaning deploying the capital investment management system and gate process, and project controls, covering cost, schedule, contracts, and risk.

What You'll Do

Governance

• Ensure the client's capital investment management system is fully deployed on assigned projects, applying global and local procedures, tools, and methodology.
• Prepare and lead assurance reviews to secure gate sign-offs and all other mandatory checkpoints.
• Coordinate with the engineering & construction (E&C) organization so both groups' gate processes run in parallel, and identify and close any gaps.
• Conduct cold eye reviews on major projects during development and lead the gate review process during execution.
• Perform cold eye reviews on projects outside the core portfolio when leadership requests them to support critical decisions.

Investment Monitoring & Reporting

• Report capital project performance on CAPEX, schedule, and end-to-end return on investment.
• Advise Project Directors on engineering, procurement, construction, and subcontracting to optimize investment performance.
• Review and challenge E&C progress reports and key project deliverables, including contracts, schedules, and progress and cost reports.
• Monitor and forecast the owner's scope to give an overall view of project CAPEX and schedule.
• Enforce the change management process, review and validate all E&C change orders, and support change management with the end customer.
• Track all schedule and CAPEX variances closely using waterfall analysis.
• Attend monthly executive reviews and key project meetings, and serve as the go-to resource on project controls for project teams and stakeholders.
• Review critical supplier and subcontractor bids to ensure alignment with the project execution strategy.
• Help prepare the owner's monthly project report and the documentation needed for investment committee updates.
• Work with operations finance on capitalization at project completion.

Estimating, Benchmarking & Capitalization

• Develop the owner's cost estimate during project development.
• Analyze E&C estimates and schedules against historical project data and current market trends.
• Support the corporate benchmarking team as needed.
• During execution, ensure the capitalization process is followed. This includes budget-vs-actual comparisons, definitive estimate analysis, and as-built cost reporting.
• Support estimating and benchmarking for small capital projects and outside-battery-limits (OSBL) scope as needed.

Risk & Opportunity Management

• Work with project leadership to evaluate risks, define mitigations, and set up monitoring plans.
• Take part in risk reviews and cost uncertainty analysis (Monte Carlo / P50) to inform mitigations, impacts, and contingency ranges.
• Provide Project Directors and regional executives with scenario analyses on final investment performance, along with execution strategy guidance to reduce risk and capture opportunities.

Requirements

• Bachelor's degree in Engineering or a related technical field
• 10+ years of experience on industrial projects within an EPC or owner/operator organization
• Strong knowledge of industry-standard project controls, including cost engineering, scheduling, contract management, and risk management
• General project management competence that supports executive oversight of large projects
• Strong analytical and organizational skills
• Excellent written and verbal communication
• Ability to travel as needed (mainly domestic)
