Job Summary

This position is located within the Department of Health Care Finance (DHCF), Health Care Reform and Innovation Administration (HCRIA), Division of Reform and Innovation Support. The mission of the DHCF is to improve health outcomes by providing access to comprehensive, cost-effective and quality healthcare services for residents of the District of Columbia.

The incumbent serves as a Project Manager responsible for researching, developing, and implementing new care models and other innovations to enhance healthcare quality, improve care and outcomes, promote health access, and enhance the value of DHCF programs.

Duties and Responsibilities

Coordinates projects, grants, and contracts related to health care delivery models and payment approaches to serve Medicaid and Alliance beneficiaries with the goal of enhancing the quality of health and health care and controlling costs through delivery system improvement. Establishes and maintains relationships with partners and key stakeholders. Assists in the development of State Plan Amendments, waivers, health care financing, regulations, and operational policies.

Coordinates research and analysis of the medical, demographic, legal, ethical, political and financial components of issues and makes recommendations based on research findings. Assists in policy and program development; project management; and organizes, plans and implements, develops, and evaluates the activities of this Administration. Coordinates policy collaborations with other District agencies to accomplish health system reforms. Establishes project deadlines and program priorities.

Qualifications and Education

Specialized Experience - Experience that equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of the position, and this is typically in or related to the work of the position to be filled. To be creditable, at least one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression.

Collective Bargaining Unit (Union): This position is represented by a collective bargaining unit and is subject to union dues thru payroll deduction.

Residency Requirement: Applicants claiming "Residency Preference" will be required to maintain residency in the District of Columbia for a minimum of seven (7) years. Failure to do so may result in forfeiture of employment.

Position Designation: The position has been deemed security sensitive. Accordingly, the incumbent will be subject to pre-employment checks (criminal background checks, consumer credit check, traffic record checks, if applicable) as a condition of employment, and will be subject to periodic criminal background checks for the duration of your tenure.
