The Program/Project Manager will provide senior-level administrative and program management support to PMS 339 under Task 1 of the Surface Training Systems Support Task.
This role ensures executive products, strategic planning initiatives, meeting coordination, and program documentation directly support Surface Navy training readiness, modernization, and stakeholder decision-making. You enable leadership to make informed, timely decisions that impact Fleet training capability.
Supports senior contractor leadership
Serves as operational lead for Task 1 Administrative execution
Interfaces daily with PMS 339 Program Manager, Deputy Program Manager, and Government COR
Manages delivery of Task 1 CDRL products and administrative requirements
Surface Training Systems require disciplined coordination and executive-level communication. Under Task 1, your work directly supports:
Surface Warfare Training Committee (SWTC) engagements
Surface Training Advanced Virtual Environment (STAVE) IPTs
Strategic planning and program analysis
Leadership briefings and decision forums
Lifecycle training modernization initiatives
Administrative precision supports warfighting readiness.
Provide senior-level administrative program management support including:
Presentation and briefing development
Strategic planning initiatives
Long-range and short-range program analysis
Plan development and integration
Executive-level documentation preparation
Develop products supporting Semi-Annual Surface Warfare Training Committee (SWTC) and monthly STAVE Integrated Product Team (IPT) meetings
Prepare: Presentations; Digital media; Executive brief materials; Decision support documentation
Ensure materials are accurate, professional, and leadership-ready.
Prepare and update: Databases; Naval messages; Agenda packages; Point papers; Recommendations; and Spreadsheet analysis
Ensure compatibility with NAVSEA CIO-approved web-based document sharing platforms
Maintain electronic and paper briefing libraries
Duplicate, bind, and distribute presentation materials and presenter notes as required
Draft, analyze, integrate, and review program documentation
Provide recommendations to PMS 339 Program Manager and Deputy Program Manager
Ensure alignment with Federal regulations; DoD policy; and Department of the Navy guidance
Coordinate meeting and briefing schedules
Record meeting minutes and maintain records
Provide meeting space to support Team meetings; Client presentations; and Training sessions
Support travel documentation and reporting
Ensure contractor personnel maintain:
Required Secret clearance
System access to DoD/DoN platforms
Access to data repositories necessary to execute tasking
Monitor compliance with government administrative requirements
This role is ideal for Navy leaders with strong staff, executive support, or training systems backgrounds who have supported senior-level decision forums. If you have supported senior Navy leadership, developed executive briefings, coordinated high-visibility meetings, or worked within Surface Training Systems — you are strongly aligned with this role.
Required Qualifications:Bachelor’s degree OR 15+ years relevant experience
7+ years professional experience
Ability to obtain a Secret Clearance
Navy Training Systems experience
10+ years professional experience
Surface Training Acquisition experience (DoN)
Experience supporting senior Navy program office leadership
Developing briefs for Commodore or Flag-level review
Supporting executive steering groups
Drafting naval messages and point papers
Managing briefing libraries
Coordinating IPTs and committee meetings
Supporting CDRL-driven contracts
Working in NAVSEA or PMS environments
PMP

Compensation at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, clearance level, as well as contract-specific affordability, organizational requirements and applicable employment laws. The projected compensation range for this position is based on full time status. For part time or on-call staff, compensation is proportionately adjusted based on hours worked.
