What You Will Do

The Project Services Manager provides strategic leadership and management for a complex, construction-focused project services organization supporting Laboratory mission execution. This role oversees a multidisciplinary portfolio that includes construction planning, construction field engineering, field testing and inspections, construction estimating, quality management, and materials purchasing and warehousing.

The Manager ensures that project services functions are fully integrated with project execution, safety, quality, cost, and schedule objectives across multiple programs and facilities. This position plays a critical role in enabling successful delivery of moderate-to-large, technically complex construction and infrastructure projects with high regulatory and mission significance.

Job Duties

  • Provide overall leadership, direction, and tactical planning for Project Services functions supporting construction and infrastructure projects.
  • Establish and articulate organizational goals, priorities, and performance expectations aligned with Laboratory mission needs.
  • Integrate project services activities across multiple organizations, ensuring consistency, efficiency, and compliance.
  • Direct and oversee construction planners and schedulers, construction field engineering teams, field testing and inspection personnel, construction estimating professionals, quality management staff, materials buyers and warehousing operations
  • Ensure effective coordination between project controls, field execution, and supply chain functions to support cost, schedule, and technical performance.
  • Implement and model Integrated Safety Management (ISM) principles, ensuring safety, security, environmental stewardship, and quality are integrated into every task.
  • Ensure compliance with DOE, NNSA, and Laboratory policies, procedures, and regulatory requirements.
  • Support definition of construction work scope, schedules, budgets, and funding strategies.
  • Provide oversight of estimating, planning, and cost/schedule integration activities.
  • Identify risks related to construction execution, materials, quality, and field performance; develop and implement mitigation strategies.
  • Interface with project, program, and line management to monitor progress, resolve issues, and ensure milestone achievement.
  • Manage and develop a diverse, multidisciplinary workforce through partnership with line organizations.
  • Oversee staffing plans, hiring, onboarding, performance management, and professional development.
  • Foster an inclusive, respectful, and high-performance work environment.


What You Need



Minimum Job Requirements
  • Advanced knowledge of construction management principles, practices, and project execution methods.
  • Demonstrated experience leading multidisciplinary construction teams and supporting complex construction projects.
  • Strong understanding of construction planning, estimating, scheduling, field engineering, quality assurance, inspections, and subcontract management.
  • Proven ability to manage project scope, schedule, cost, quality, and risk across construction portfolios.
  • Experience implementing and enforcing safety, quality, regulatory, and institutional requirements.
  • Excellent leadership, communication, stakeholder engagement, and problem-solving skills.
Desired Qualifications

  • Advanced degree in Engineering, Construction Management, Project Management, or related discipline.
  • Professional certifications such as PMP, CCM, PE, or Lean/Six Sigma.
  • Demonstrated experience supporting large, complex construction or infrastructure programs in regulated or high-hazard environments.
Education

Position typically requires a Bachelor's Degree in an Engineering or Scientific discipline from an accredited institution and 12 years related experience; or, an equivalent combination of education and experience directly related to the occupation.

Location: This position will be physically located in Los Alamos, NM USA.

Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. If an employee has not served the time required, they may only apply for Laboratory jobs with the documented approval of their Division Leader. The position commitment for this position is 1 year.

Additional Details

Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2. Please note that this requirement applies only to citizens of the United States. Foreign nationals are subject to a similar requirement under DOE Order 142.3A.

Clearance: Q (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance, and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad.

*Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. See DOE Order 472.2 for additional information.

New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.



Regular position:
Term status Laboratory employees applying for regular-status positions are converted to regular status.

Internal Applicants: Regular appointment employees who have served the required period of continuous service in their current position are eligible to apply for posted jobs throughout the Laboratory. If an employee has not served the required period of continuous service, they may only apply for Laboratory jobs with the documented approval of their Division Leader. Incentive Compensation Program: Position is eligible to participate in the Triad Incentive Compensation Program. You must be in an eligible position for a minimum of 3 months, before July 1st and remain in an eligible position as of the end of the fiscal year, September 30th. The annual distribution is prorated based on the number of months in the eligible position.
