    Description

    Provide a short description of the Position:
    The Expert Project Manager position will be responsible for planning, organizing, and managing cross-functional and highly complex information technology projects

    Provide a list of the day to day tasks to be performed by the Selected Candidate:
    Daily activities include: guide project teams and maintain the necessary project documents including scope, schedule, communication plan, business requirements, business rules, and other necessary project documentation. Mentor and coordinate task completion by project team members. Handling project status reporting and issues/risk identification and mitigation.

    • Completing status reports, status briefing, risk and issue identification and mitigation.
    • Communication of project status and updates at all levels of organization, with internal stakeholders, project team and executive staff
    • Development and maintenance of detailed project plan with milestones and detailed roll out plan.
    • Facilitation necessary for successful completion of IT projects by working across project team boundaries in a matrix environment to secure resources, resolve issues and set project timeline and milestones.
    • Identification and maintenance of critical path and contingencies
    • Risk monitoring, control and mitigation planning
    • Resource allocation estimating and reporting
    • Mentoring of project teams to implement a new product
    • Facilitating decision making between team members to clarify business and technical requirements which cross project team boundaries
    • Planning and support during training and transition

    What are the daily work hours?
    8:00am - 4:30pm Monday through Friday (8-hour workday plus 30-minute lunch) - start/end times negotiable

    Position Job Title: Project Manager
    Plans, organizes and integrates cross-functional information technology projects that are significant in scope and impact. Pass/Fail

    Position Skill Level: Expert
    84+ Months: Candidate is able to provide guidance to large teams and/or has extensive industry experience and is considered at the top of his/her field.

    Position Requested Qualifications (Per Attachment 7, Section 1.2.5)

    • 84 months experience in the creation of project management scopes, business cases, and/or project plans as well as utilization of project management methodologies for managing scope, schedule, and quality.
    • 84 months of experience in project status reporting to all levels of stakeholders, executives, management, and project resource teams.
    • 84 months experience in the creation of meeting agendas, meeting minutes, and project communications for complex cross functional projects.
    • 84 months of experience in Project Management of complex, cross-functional, multi-organization information technology projects with a variety of key project stakeholders. Experience should include a variety of application development, vendor software implementation and/or technology infrastructure projects.
    • 60 months experience as a Project Manager in a state or federal government environment.
    • 60 months experience managing projects with a team size of 15 or more project participants that required negotiating priorities and resolving conflicts among team members.

    If YES, provide description of anticipated training: Candidate will attend all New York State and Agency mandated training programs, including information security and Section 110-a compliance, workplace tolerance, and harassment prevention course.

    What type and/or manner, of knowledge transfer is requested during the Engagement?
    Agency staff will become largely independent and self-sufficient during this engagement through weekly meetings. The Project Manager will be responsible for holding weekly status meetings, where review of the project plan, communications plan, issues and risks will continue to keep everyone informed of the project. At the end of the engagement, a transition meeting will be required to review any open items for the project. A list of open tasks must be submitted and reviewed during the final transition meeting.
