Position Summary
Under general direction of the Assistant Regional Communities Manager (ARCM) plans, prioritizes, reviews, and participates in professional and administrative activities associated with the Housing Authority and its related entities property operations and regulatory compliance programs. Serves as the primary coordinator for ensuring compliance with federal, state, local and Agency requirements governing HACSB-owned properties and related housing programs. Regulatory programs managed by the Property Compliance Coordinator include but are not limited to; Low Income Housing Tax Credit (LIHTC), Project Based Vouchers (PBV), RAD Project Based Vouchers (RAD-PBV), HOME, and other multi-layered funding programs. Position also responsible for administering Agency property and liability insurance program and coordinating risk management activities.
Day-to-day Glimpse: As the Property Compliance Coordinator, no two days are exactly the same. This position combines regulatory compliance, project coordination, policy development, risk management, and collaboration across multiple departments to ensure the Housing Authority's affordable housing portfolio remains compliant with federal, state, and local requirements. On any given day, you may review new HUD notices or California housing regulations and determine whether changes are needed to the Admissions and Continued Occupancy Policy (ACOP), Housing Choice Voucher Administrative Plan, leases, or internal procedures. You may coordinate with property management staff, auditors, regulatory agencies, and external partners to prepare for upcoming compliance reviews or respond to audit findings.

Bachelor’s degree from an accredited college or university with major course work in public/business administration, public policy, urban planning, real estate, property management, or related field; A minimum of three (3) years of progressively responsible experience in affordable housing, property management, regulatory compliance, program administration, auditing, risk management or related field with experience interpreting and applying federal, state and local regulations. Experience administering or monitoring affordable housing programs such as Low-income Housing Tax Credits, HUD PBV, RAD, HOME or other federally or state-funded housing programs is highly desirable. Possession of California Certified Residential Manager (CCRM) designation preferred.
An equivalent combination of education, training and experience that provides the required knowledge, skills and abilities may be considered.
