Position Objective: Provide services as a Property/Inventory Technician in support of the overall functions the Eunice Kennedy Shriver National Institute of Child Health and Human Development (NICHD). The primary objective is to provide services and deliverables through the performance of support services; specifically, Property and Mail support to ensure continuity of mission-critical operations, maintain compliance with Federal statutory and regulatory requirements, and safeguard the Institute's accountable personal property portfolio valued in excess of $87 million.

Duties and Responsibilities:

  1. Perform Mail Services
  • Receipt, sorting, delivery, and tracking of official Government mail to various locations on campus and Buildings.
  • Coordination with USPS and commercial carriers
  • Centralized processing of overnight and ground deliveries
  • Work with facilities for managing deliveries and mail services
  • Compliance with HHS and NIH internal policies mandating centralized control, security screening, and accountability for sensitive and accountable materials.
  1. Manage government assets and perform regulatory compliance
  • Maintain inventory of office supplies and prepare purchase requests, work requests and requests for equipment and maintenance contracts.
  • Review, file and process all manual and online transfer/surplus requests, loan/pass, and property requests.
  • Coordinate and conduct decaling of new accountable and non-accountable equipment/property.
  • Assign and affix decal numbers to all new accountable and non-accountable equipment/property.
  • Record relevant information including serial numbers, model numbers, manufacturer's name, building and room numbers, and accountable users' names; enter decals and overages; add records for the PCO entry into the property system.
  • • Provide on-site support for inventories and reconciliation processes throughout the year; work with PCO staff to search for missing property.
  • Possibly assist in the review, processing, coordination of pick-up for surplus property; ensure that NICHD internal guidelines, policies and procedures are followed.
  • Maintain, assign and coordinate parking cards, suite keys, parking stickers.
  1. Maintain operational continuity and audit readiness
  • Maintain accurate records of NICHD's personal property portfolio
  • Perform required annual and cyclical inventories, reconcile discrepancies, and ensure accountability of assets across the Institute.
  • Support audit readiness and compliance with Federal internal control frameworks

Basic Qualifications:

  • HS Diploma or equivalent
  • Minimum 10 years shipping experience
  • Valid state driver's license,
  • Familiarity with NIH campus and off-site locations
  • Software: MS Office Suite

Preferred Qualifications:

  • Ability to communicate effectively, orally and in writing, with non-technical and technical staff
  • Detail-oriented and possess strong organizational skills with the ability to prioritize multiple tasks and projects
