General Description

The purpose of this class within the organization is to supervise enforcement of the Virginia Property Maintenance Code and all referenced standards as adopted by City ordinance.

This class works under general supervision, independently developing work methods and sequences.

Essential Functions

Duties and Responsibilities

The functions listed below are those that represent most of the time spent working in this job/class. Management may assign additional functions related to the type of work of the job/class as necessary.

Essential Functions:

Preform administrative and customer service duties. Reviews and monitor staff phone messages/emails from external/internal customers; respond to phone calls from Citizens and complaints.

Supervises, directs and evaluates assigned staff, employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.

Make immediate decisions and may act in the absence the Property Maintenance Official, brief, present evidence, compile detailed and complex correspondence and enter technical and complex data into record management system.

Consult with assigned staff, assist with complex/problem situations and provides technical expertise.

Supervise various budgetary, fiscal, administrative, human resources, and clerical and technical functions such as purchasing, budget preparation, Random Moment Samplings for CDBG or other grant associated function and building maintenance and operations.

Supervise and conduct field inspections and follow up inspections. Inspect buildings for code compliance. Inspect properties for nuisance and environmental violations, unlawful vegetation and must be able to handle the most complex cases.

Supervise, creates, prepares, and maintain documentation such as, but not limited to, summons, or other information required for court cases, demolition files, and abatement plans.

Ensures departmental compliance with all applicable codes, regulations, standards, policies and procedures.

Additional Duties:

Provides information and answers to questions relating to audits, financial records or activities, coordinates state/local computer technology.

Assist in developing and maintains administrative procedures for Property Maintenance Division.

Assigns and performs related work as assigned.

Reads technical instructions, procedures manuals and charts to solve practical problems, such as assembly instruction for tools, routine office equipment operating instructions, and methods and procedures for investigations and in drawing and layout work; composes routine reports and specialized reports, forms, and business letters, with proper format; speaks compound sentences using normal grammar and word form.

Judgment Requirements:

Judgment requirements refer to the frequency and complexity of judgments and decisions given the stability of the work environments, the nature and type of guidance, and the breadth of impact of the judgments and decisions.

Responsible for the actions of others, requiring almost constant decisions affecting co-workers, crime victims, patients, customers, clients or others in the general public; works in a moderately fluid environment with guidelines and rules, but frequent variations from the routine.

Physical Demands:

Physical demands refer to the requirements for physical exertion and coordination of limb and body movement.

Due to the nature of work assignments, incumbents must be able to perform detailed work on multiple, concurrent task, with frequent interruptions and under time constraint. Depending upon assignment, while performing the essential duties of the job, the employee is regularly required to balance, finger (pick, pinch, type or otherwise work primarily with fingers), grasp applying pressure to an object with fingers or palm, feel, talk, see, hear, and use repetitive motion of the wrists, hands, and fingers. The employee is frequently required to stoop, kneel, crouch, reach extending hands and arms in any direction, walk and occasionally required to climb, stand, push, pull, and lift. In terms of physical strength to perform the essential duties, this classification is considered to be light work, exerting up to 20 pounds of force occasionally, up to 10 pounds of force frequently, and a negligible amount of force constantly to move objects. Performs sedentary work that involves sitting.

Equipment Usage:

Equipment usage involves responsibility for materials, machines, tools, equipment, work aids, and products.

Handles or uses equipment or work aids involving some latitude for judgment regarding attainment of a standard or in selecting appropriate items.

Complexity of Work:

Complexity addresses the analysis, initiative, ingenuity, concentration and creativity, required by the job and the presence of any unusual pressures present in the job.

Performs skilled work involving rules/systems with almost constant problem solving; requires normal attention with short periods of concentration for accurate results and occasional exposure to unusual pressure.

Impact of Errors:

Impact of errors refers to consequences such as damage to equipment and property, loss of data, exposure of the organization to legal liability, and injury or death for individuals.

The impact of errors is moderately serious - affects work unit and may affect other units or citizens or loss of life could occur, but probability is low.

Unavoidable Hazards:

Unavoidable hazards refer to the job conditions that may lead to injury or health hazards even though precautions have been taken.

Safety of others refers to the level of responsibility for the safety of others, either inherent in the job or to ensure the safety of the general public. (Does not include safety of subordinates).

Requires some responsibility for safety and health of others and/or for occasional enforcement of the standards of public safety or health.

Qualifications

Minimum Education and Experience Requirements:

High School Diploma or G.E.D required.

An associate or bachelor's degree in business, construction, architecture, engineering or related field is preferred.

Requires one year experience as a Property Maintenance Inspector.

An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification.

Mathematical Requirements:

Mathematics requires the use of symbols, numbers and formulas to solve mathematical problems.

Uses addition and subtraction, multiplication and division and/or calculates ratios, rates and percents.

Special Certifications and Licenses:

Valid Driver's License with satisfactory driving record and a valid Commonwealth of Virginia Driver's License within 30 days of hire.

Virginia Department of Housing and Community Development (DHCD) Property Maintenance Inspector, to include continuing education.

Virginia Department of Housing and Community Development (DHCD) Property Maintenance Official, to include continuing education. Certification shall be obtained within 18 months of hire.
