Property ManagerOrganization Overview

The American Indian Community Development Corporation (AICDC) is a culturally rooted nonprofit organization dedicated to strengthening American Indian communities in the Twin Cities metro area. Founded in 1992, AICDC provides culturally unique initiatives, housing, and entrepreneurial programs that improve the lives and livelihoods of American Indian people. Position Overview

Property Manager is responsible for the daily operations, leasing, compliance, and financial performance of assigned residential properties. This role ensures full compliance with NAHASDA (Native American Housing Assistance and Self-Determination Act) and other applicable regulations while maintaining safe, affordable, and culturally appropriate housing for residents. This position will coordinate directly with MLBO and MLCV for housing compliance.

Primary Responsibilities

  • Oversee daily operations of assigned properties, including occupancy, maintenance coordination, and resident relations
  • Ensure properties are maintained in a safe, sanitary, and compliant conditions
  • Conduct regular inspections and enforce lease terms
  • Manage leasing activities including marketing, applicant screening, and lease execution
  • Maintain waiting lists in compliance with NAHASDA requirements
  • Address resident concerns, complaints, disputes, and lease violations
  • Coordinate move-ins, move-outs, and unit turnovers
  • Ensure compliance with NAHASDA regulations, including eligibility, income verification, and rent calculation
  • Maintain accurate tenant files for audits and reporting
  • Prepare and submit required reports (i.e. Annual Performance Report)
  • Enforce policies related to income limits, occupancy standards, and rent requirements
  • Coordinate with tribal housing authorities and regulatory agencies
  • Manage property budgets, rent collection, and expense tracking
  • Monitor rent payments and follow up on delinquencies
  • Assist with budget preparation and financial reporting
  • Review and approve invoices; monitor vendor contracts
  • Coordinate routine, preventive, and emergency maintenance with internal technician
  • Monitor capital improvement projects
  • Supervise site staff, including leasing and maintenance personnel
  • Provide training on compliance and property procedures
  • Promote a positive and culturally respectful community environment
  • Provide resident, enrollment, unit utilization, and compliance updates to MLBO and MLCV
  • Ensure timely completion of work orders with staff and vendors

Required Qualifications

  • Bachelor’s degree in business, Public Administration, Housing Management, or related field (or equivalent experience)
  • 3 or more years of property management experience, preferably in affordable housing
  • Experience with income verification, rent calculation, and housing compliance programs
  • Proficiency in property management software and Microsoft Office
  • Proven organizational and analytical skills

Preferred Qualifications

  • Experience working with Tribal Housing Authorities or Native communities
  • Certification in Affordable Housing (e.g., NAHMA, NCHM, or similar)
  • Basic knowledge of NAHASDA regulations and compliance requirements
  • Knowledge of HUD programs and affordable housing funding sources
  • Strong organizational and documentation skills
  • Effective conflict resolution and customer service skills
  • Financial and budgeting knowledge
  • Ability to manage multiple priorities and deadlines
  • High attention to detail and compliance accuracy

Working Conditions

  • Combination of office and on-site property work
  • Travel between properties may be required
  • Occasional evening or weekend availability for emergencies
  • Prolonged periods sitting at a desk and working on a computer
  • Frequent walking to inspect buildings, units, or grounds, involving navigating stairs
  • Occasionally lifting or moving objects or equipment up to 25-50 lbs.

Salary: $28-30 per hour DOQ + benefits
