Proposal Manager

About the Role

A-Line Staffing is seeking an experienced Proposal Manager to support a growing organization in the federal contracting space. This is an exciting opportunity for a strategic, detail-oriented professional who thrives in fast-paced environments and can lead the full proposal lifecycle from capture support through final submission.

The ideal candidate will have strong experience managing and writing federal government proposals , especially in small business environments , and will be comfortable balancing multiple deadlines, coordinating cross-functional teams, and building proposal structure in an evolving organization.


Key Responsibilities

Proposal Leadership & Management
  • Lead end-to-end development of compliant, compelling proposals
  • Analyze RFPs and create proposal outlines, schedules, and response plans
  • Manage multiple concurrent proposal efforts, including fast-turnaround task orders
  • Facilitate color team reviews, solutioning sessions, and content development meetings
  • Maintain compliance matrices, templates, schedules, and version control processes

Writing & Content Development
  • Write and edit technical, management, staffing, and past performance proposal sections
  • Turn SME input into polished, persuasive, customer-focused content
  • Maintain and expand reusable proposal libraries, including resumes and past performance materials

Capture & Business Development Support
  • Contribute to early capture activities, win strategies, and solution development
  • Support customer analysis, competitor assessments, and opportunity qualification
  • Participate in pipeline reviews and teaming discussions

Process Improvement
  • Establish repeatable proposal processes, templates, and workflows
  • Help create structure and improve organizational proposal maturity
  • Educate internal stakeholders on proposal timelines, roles, and expectations

Collaboration & Communication
  • Coordinate with remote teams, subcontractors, and partners to gather proposal inputs
  • Communicate risks, gaps, and deadlines clearly to leadership
  • Build strong working relationships with business development teams and subject matter experts

Required Qualifications
  • Bachelor’s degree in Business or a related field
  • 5+ years of experience managing and writing federal government proposals
  • Strong preference for experience in a small business government contracting environment
  • Proven ability to manage multiple proposals simultaneously with minimal oversight
  • Excellent writing, editing, and storytelling skills
  • Experience with rapid-turnaround task orders and IDIQ environments
  • Familiarity with Shipley or similar proposal methodologies
  • Strong proficiency with Microsoft Office , Teams , SharePoint , and other collaborative tools
  • Ability to work independently in a remote environment with high accountability
  • Ability to work on-site in Alexandria, VA as needed

Preferred Qualifications
  • Experience supporting business development and capture efforts in a growing organization
  • Ability to introduce structure and process where limited frameworks currently exist
  • Knowledge of federal contracting , FAR/DFARS , and government procurement cycles
  • Graphic design or desktop publishing experience with tools like PowerPoint, Visio, or Adobe
