The Proposal Manager is responsible for managing and executing competitive, compliant proposals in response to government and commercial solicitations. This role requires a hands-on proposal professional who not only coordinates the proposal process, but also authors and edits proposal sections, translates technical input into clear, persuasive narrative, and contributes directly to proposal content development. The Proposal Manager operates within a collaborative business development team where adaptability and willingness to support broader BD activities are essential.

Key Responsibilities

  • Lead and manage the end-to-end proposal development process from RFP release through final submission, including planning, scheduling, coordination, reviews, and production.
    • Serve as the primary coordinator for proposal efforts, working closely with business development, capture leads, technical subject matter experts, contracts, pricing, and executive leadership.
    • Author, edit, and integrate proposal sections, including management approaches, technical narratives, staffing plans, past performance, executive summaries, and compliance responses, as required.
    • Translate complex technical concepts, engineering input, and business strategies into clear, compelling, and compliant proposal language.
    • Develop and maintain proposal schedules, compliance matrices, outlines, and responsibility assignments to ensure timely and compliant submissions.
    • Analyze RFP requirements, instructions, and evaluation criteria to ensure proposal compliance and responsiveness.
    • Facilitate and manage proposal reviews, consolidate feedback, and drive incorporation of comments and improvements.
    • Ensure proposal messaging is consistent, persuasive, and aligned with win themes, discriminators, and customer priorities.
    • Coordinate development of proposal graphics and supporting materials in collaboration with proposal graphics and marketing staff.
    • Support capture and broader business development activities as needed, including market research, opportunity shaping, customer analysis, and proposal strategy development.
    • Contribute to continuous improvement of proposal and business development processes, tools, templates, and best practices.
    • Adapt to shifting priorities and provide support across the business development team as required.
    • Travel may be required (<20% of time)
Qualifications:

Basic Qualifications

  • 3–5 years of experience managing and writing government proposals in a federal contracting environment.
    • Demonstrated ability to independently author high-quality proposal sections in response to RFP requirements.
    • Strong writing, editing, and content development skills, with experience synthesizing input from multiple technical contributors.
    • Experience managing proposal schedules, compliance matrices, and review cycles.
    • Working knowledge of federal acquisition processes and RFP-driven proposal structures.
    • Excellent verbal communication and stakeholder coordination skills.
    • Strong organizational skills, attention to detail, and ability to manage multiple deadlines simultaneously.
    • Proficiency with Microsoft Office tools (Word, Excel, PowerPoint, SharePoint) and collaborative proposal platforms.
