Proposal Manager / Senior Estimator - Fully Remote

We are partnering with a well-established government construction contractor seeking a Proposal Manager / Senior Estimator to join their growing team. This is a fully remote opportunity for an experienced estimator who enjoys identifying opportunities, leading proposal efforts, and supporting high-profile public sector projects across the East Coast.

With a reputation for excellence in highly regulated government environments, the company maintains a strong backlog of work through long-term contract vehicles and established agency relationships.

Operating with a senior-level, highly collaborative team, they specialize in projects throughout New England and the broader East Coast, including work for the Department of Veterans Affairs, U.S. Army, military facilities, and other public sector agencies. Their projects typically range from $2M-$10M and are supported by a culture that values communication, trust, flexibility, and employee longevity.

Description

• Identify and evaluate federal, state, municipal, and commercial project opportunities for pursuit
• Lead the development of competitive proposals, bids, and estimating packages
• Review plans, specifications, and contract documents to prepare accurate cost estimates
• Coordinate with internal leadership and operations teams on bid strategy and project pursuits
• Manage the proposal process from opportunity identification through final submission
• Develop and maintain relationships with subcontractors, suppliers, and industry partners
• Prepare scheduling assumptions and project timelines using scheduling software
• Support preconstruction efforts and provide estimating expertise to executive leadership

Profile

A successful Proposal Manager / Senior Estimator should have:

• 8+ years of estimating or senior estimating experience within the construction industry
• Proven experience preparing bids, estimates, and proposals for commercial and/or public sector projects
• Government, federal, military, VA, or public-sector project experience is highly preferred
• Strong understanding of construction drawings, specifications, and procurement processes
• Experience identifying new project opportunities and supporting business development efforts
• Proficiency with Microsoft Office, Microsoft Project, and/or Primavera P6
• Excellent written communication and proposal-writing skills
• Self-motivated professional capable of working independently in a remote environment
• Candidates located in the Northeast or broader East Coast region are preferred
