Job Summary:

The Proposal Specialist supports the end-to-end development of proposals to win new contracts, funding, and customers. This role combines strategic writing with project coordination, translating technical solutions into persuasive, compliant narratives while managing and supporting timelines and cross-functional collaboration. This role will work with different teams to help create strong proposals that meet the company’s goals and the customers’ needs.


DUTIES AND RESPONSIBILITIES:


RFP Analysis & Management


+ Analyze Request for Proposal (RFP) requirements, evaluation criteria, and deadlines to create compliance matrices

+ Ensure all submissions are compliant with customer instructions and regulatory requirements (e.g., Federal Acquisition Regulation [FAR] / Defense Federal Acquisition Regulation Supplement [DFARS] for government contracts)

+ Support proposal timelines and track deliverables to ensure on-time submission

+ Develop pre-proposal and proposal-related submissions, including Requests for Information (RFI)

+ Recommend proposal layout and structure to optimize compliance and persuasiveness while adhering to customer requirements


Content Development & Writing


+ Draft, write, edit, and proofread proposal content including executive summaries, technical approaches, management plans, and both technical and non-technical sections

+ Transform technical jargon into clear, customer-focused content with a consistent, persuasive, and active voice

+ Create compliant, high-quality proposals that address customer needs and evaluation criteria

+ Participate in cost and contractual input; identify issues and recommend solutions to complex technical issues


Collaboration & Coordination


+ Attend kick-off and briefing meetings with cross-functional teams

+ Discuss and coordinate inputs from program management, subject matter experts, engineers, technical staff, and Strategic Development (sales)

+ Facilitate teamwork and gather necessary data to support proposal development

+ Provide direction and guidance to less experienced support and professional staff

+ May participate in the selection, development, and training of proposal staff


Content Library Management


+ Support keeping a library of standard proposal content, templates, case studies, past performance examples, boilerplate materials, and reusable content (bios, standard answers)

+ Maintain various electronic databases for efficiency and quick access to proven content

+ Ensure content library remains current, accurate, and aligned with organizational standards


Quality Assurance & Project Management


+ Proofread for accuracy, compliance, formatting, and grammar to ensure high-quality final documents

+ This role ensures final proposals are in proper format and visually appealing

+ Work on multiple projects concurrently while keeping up with competing and shifting priorities

+ Support strict deadlines under pressure

+ Maintain the strict confidentiality of sensitive information throughout the proposal process


Compliance & Professional Responsibility


+ Observe all laws, regulations, and other applicable obligations

+ Ensure all proposal activities adhere to organizational policies, customer requirements, and regulatory frameworks

+ Maintain ethical standards and protect proprietary and sensitive information


Technical Skills


+ Proficiency in Microsoft Office Suite (Word, PowerPoint, Excel, Project)

+ Proficiency in Adobe Acrobat

+ Familiarity with collaboration tools (SharePoint, Teams)

+ Basic knowledge of AI prompt engineering for content creation, brainstorming, and editing

Job Qualifications:


+ Typically requires a Bachelors degree in English, Journalism, Technical Writing, or related discipline and ten or more years of progressive professional commercial or government proposal experience. Equivalent professional proposal experience may be substituted in lieu of education.

+ Must have a thorough understanding of proposal concepts, principles and theory; knowledge of FAR and related governmental rules and regulations; and experience demonstrating a broad and detailed application of those principles, concepts, and practices.

+ Must possess the ability to understand new concepts quickly; apply them accurately throughout an evolving environment; organize, schedule and coordinate work phases; and, determine the appropriate approach at the task level or, at the project level to provide solutions to a range of unusually complex problems.

+ Must have excellent communication, computer, documentation, presentation, and interpersonal skills, the ability to work independently and lead a team; able to perform complex tasks in one technical proposal area.

+ Lead a team of less experienced support and/or professional employees on moderately complex tasks.

+ Able to work extended hours and travel as required.
