About Us

The North Carolina Department of Public Instruction (NCDPI) is charged with implementing the state's public school laws for pre-kindergarten through 12th grade public schools at the direction of the State Superintendent of Public Instruction and State Board of Education.

Description of Work

*This position is Exempt Managerial and is EXEMPT from certain provisions of the State Human Resources Act (GS 126). This position serves at the pleasure of agency leadership. *

This position is responsible for ensuring all data reported to the Division of School Business as it pertains to financial and student data collected from the local education agencies (LEAs), charters, regional, and laboratory schools is accurate and complete. This includes financial, salary, and student systems for which School Business is the business owner. These systems (Education Directory & Demographical Information Exchange-EDDIE; Cash-App for transfers of cash to PSUs, Uniform Education Reporting System-UERS; etc. ) are relied upon statewide to account for $12 billion in State, federal and local funds, accounting for 38% of the state general fund salaries of 180,000 personnel, Average Daily Membership (ADM), Principal’s Monthly Report (PMR), Average Daily Attendance (ADA), Grade, Race, Sex and High School Graduate Data.

Job Responsibilities:

Provide management oversight of the systems and business processes in the PSU Program Support section.

Ensure that operational, procedural and regulatory requirements are met.

Advise the development of new systems and new business, and system processes and manages staff in requirements gathering, assisting Technology Services in developing, implementation and training.

Set priorities, establishing goals and objectives, assigning and directing duties and responsibilities and evaluating the performance of the sections staff members.

Responsible for personnel decisions of the section which includes counsels, disciplines and resolves grievances and conflicts between and by employees.

Responsible for ensuring all data reported to the Division of School Business, as it pertains to financial and student data collected from the local education agencies (LEAs) and public charter schools is accurate and complete and of the highest quality.

Responsible for ensuring that the data being collected by the Division is received timely and is accurate and meets all compliance standards.

Assist in designing and setting up databases and reports from the data to be made available on the Internet using a variety of database applications and system languages.

Understand all elements of G.S. 115C, State Board Policy, federal laws and regulations, audit requirements, etc., as they pertain to School Business and the LEAs and charter schools.

Responsible for resolving problems and answer questions raised by the LEAs and charter schools and other customers with regards to any data or reports produced by the division.

Knowledge Skills and Abilities/Management Preferences

Recruitment Range: $75,925.00 - $113,000.00

Manager Preferences:  

• Experience in interpreting and analyzing data and budget information.
• Experience in interpreting, analyzing and implementing legislation, legal rules, and policies.
• Experience in PSU Financial Operations or similar experience in business fiscal operations (including execution and supervising payroll, accounting operations, budget development, etc.) is preferred.

Primary Purpose of the Office of School Business Services:

The Office of School Business Services (SBS) of the Department of Public Instruction is part of Financial and Business Services.  SBS has 3 primary areas of operation and 5 sections: School Data Analytics and Modernization has a Manager, 2 sections and 10 staff;  PSU Budget and Program Support has a Manager, 2 sections and 10 staff; and PSU Monitoring/Compliance has a Manager, 1 section and 6 staff.   Overall, SBS supports the entire agency, the 115 Local Education Agencies (LEAs), all charter schools and other educational entities, the State Board of Education, the Governor’s Office, the General Assembly staff, and the taxpayers of North Carolina. It has the oversight of over $12.5 billion in State dollars, $1.8 billion of federal funds, $1.5 billion of capital funds, as well as other federal programs such as School Nutrition services, etc. SBS is responsible for the State Public School Fund Budget, the allocations of funding to LEAs and charter schools and non-profits; collecting and accounting for the public school expenditures; monitoring and compliance of the use of the public funds; analysis and reporting of the financial, personnel and aggregate student data; the development of the policies related to public school compensation, allocation of State and Federal funds and Student accounting. 

Minimum Education and Experience

Bachelor’s degree in discipline related to the area of assignment from appropriately accredited institution and four years of progressive experience, one of which includes the demonstrated ability to lead and supervise in the area of assignment; or equivalent combination of education and experience.
