Job Responsibilities

Serves as the Public Information Officer (PIO) for the Office of the Adjutant General/SC Military Department (SCMD). Works in conjunction with the SC National Guard Public Affairs Officer and other Agency Program PIOs in planning, developing and deployment of all Agency communications and publications using traditional and digital platforms including include social media, graphic design and branding. Coordinates the development and execution of the Agency's communications strategy for internal and external audiences. Serves as the Agencys official spokesperson, for non-National Guard and non-disaster related matters, providing accurate, timely and transparent media responses and interviews. Coordinates the development, deployment and modification of the Agency crisis communication plan or executes responsibility for a portion of the plan. Develops and manages the Agency's public information budget, and supports and coordinates media buying requests and schedules for the Agency. Serves as the Agency's responder to State Freedom of Information Act (FOIA) requests, legislative inquiries and other requests for information. Performs other duties as assigned and directed by the Adjutant General or their designee.

Minimum and Additional Requirements

A Bachelors degree. 3-5 years of experience working in Public Affairs/ Information.

Preferred Qualifications

A Bachelors degree in communications, public relations, journalism, marketing or a closely related field. Graduate of the Defense Information School (DINFOS) Basic Public Affairs Specialist Course and Graduate Broadcast Journalist Course. 3-5 years of experience working in strategic/executive level communications for local/state/Federal government or private sector organizations. Knowledge and experience in managing personnel and complex programs at an executive level. Active membership in professional public affairs or information organization(s).

Additional Comments

Knowledge of basic journalistic principles and information dissemination. Able to establish/maintain relationships with local, state and national media, and experience in crisis communication. Knowledge of principles and methods of planning, conducting and supervising large-scale public relations programs. Able to serve as Agency spokesperson, participate in interviews, and prepare Agency Leadership for interviews and press conferences. Knowledge of social media marketing and its use to disseminate/communicate information. Able to understand and maintain Agency brands. Able to produce AP Style publications, and communicate orally and through written correspondence. Experience in graphic design, and video/photo editing and publication. Knowledge of FOIA response process. Works under the general supervision of the Deputy Adjutant General for State Operations, who provides general administrative and policy direction, and in coordination with the SC National Guard Public Affairs Officer and other Agency Program PIOs. Is encouraged to use own initiative in accomplishing tasks and duties while adhering to the State and Agency policies, and State and Federal regulations. Individual may be required to work extended hours as required during emergencies and disasters Overnight and extended stays may be required to support ongoing operations, and during attendance at conferences, workshops, off-site meetings and seminars. Must be able to safely operate a motor vehicle in nighttime or limited visibility conditions. Only those applicants chosen for interview will be notified of job filled status.
