ABOUT THIS POSITION:

We are pursuing qualified candidates to fill Public Health Registrar positions within the Department of Public Health. We are looking for someone who assists with the processing and controlling of communicable disease reports, and the preparation of statistical data and medical reports in a district health center, or performs specialized duties related to these functions in the central Public Health Records Section of the County of Los Angeles Health Department.

Essential Job Functions

What will I do as a Public Health Registrar?

  • Registers births and deaths; initiates and assists with control of the reporting of communicable disease.
  • Reviews and analyzes birth and death certificates, including cause of death statements and communicable disease reports for compliance with laws, consistency and acceptability of medical and other data, and accuracy completeness for statistical purposes.
  • Contacts physicians, hospitals, funeral directors, and other agencies to resolve discrepancies or to secure additional information on birth and death certificates and on matters relating to the reporting and control of communicable disease.
  • Advises professional persons, other agencies, and the public in matters relating to vital records, problems relating to communicable disease reporting, and interprets laws and departmental policies governing communicable disease. Issues or refuses interment, disinterment, and removal permits in conformity with legal requirements.
  • Collects fees received for searching records, issuing permits, and for certified copies of vital records and prepares bank deposits and transmittal documents for armored car transport service.
  • Assists in the verification of vital statistics and analysis, and tabulating of reports of communicable disease.
  • Serves as liaison between the department and the Los Angeles General Medical Center in obtaining and relaying morbidity information to personnel concerned with communicable disease control.
  • Prepares State and local epidemiological case history forms and edits laboratory reports for diagnostic information, obtaining missing information; prepares confidential morbidity report cards and maintains the district file of communicable disease cases.
  • Reviews patient records, abstracts pertinent data, and prepares reports containing medical information for physicians, hospitals, and other agencies; obtains and records parental data in accordance with the Parent Opportunity Program. Researches medical, statistical and sociological data for the District Health Officer and serves as consultant and advisor for other district staff in these matters; maintains the district file of statistical data and a medical information reference library. Trains Assistant Public Health Registrars in functions and procedures relating to vital registration and communicable disease reporting; instructs clerical personnel in the issuance of burial permits.
  • Assembles and reviews data for and prepares statistical reports.
  • Supervise one or more assistants as needed.
  • Operates a personal computer to enter and retrieve data and does filing in the performance of assigned duties.

Requirements

REQUIREMENTS TO QUALIFY:

Three years experience requiring the use of the contents of medical records or medical reports, one year of which must have been in connection with birth or death certificates or records of diseases reportable in the State of California.

LICENSE:

A valid California Class C Driver License or the ability to use an alternative method of transportation when needed to carry out job-related essential functions.

PHYSICAL CLASS:

Physical Class II - Light: This class includes administrative and clerical positions requiring light physical effort that may include occasional light lifting to a 10-pound limit and some bending, stooping, or squatting. Considerable ambulation may be involved.

WITHHOLD INFORMATION:

DESIRABLE QUALIFICATIONS:

Credit will be given to applicants who possess the following desirable qualification:

  • Additional experience beyond the requirements in connection with birth or death certificates or records of diseases reportable in the State of California.

EXAMINATION CONTENT:

This assessment type will evaluate the experience you list on a questionnaire and assign a score based on a standardized scoring system.

This part of the assessment is worth 100% of your total score and assesses: Requirements and Desirable Qualifications.

Applicants must meet the Requirements and achieve a passing score of 70% or higher in order to be added on the Eligible List (hiring list).

Passing this examination and being added to the Eligible List does not guarantee an offer of employment.

ELIGIBILITY INFORMATION & VACANCY INFORMATION:

Applicants who passed the assessment(s) are placed on a list in the order of their score group for a period of twelve (12) months. Applications will be processed as they are received and added to the eligible list accordingly. We will use this list to fill vacancies in the Department of Public Health as they occur.
