Duties Description If worker health and safety is something you are interested in, come join the Asbestos Safety Training Program, a part of the Bureau of Occupational Health and Injury Prevention. The Public Health Specialist will be responsible for evaluating New York State accredited asbestos safety training programs and its compliance with policies, regulations and procedures. By observing training courses and assessing compliance with regulatory and program requirements, this position helps ensure that asbestos workers receive accurate, comprehensive instruction that protects both workers and the public from asbestos exposure during asbestos removal activities. Extensive in-house training will be provided for this position.
Key Responsibilities
The work performed in this position supports the health and safety of asbestos workers, building occupants, and the general public. By ensuring that accredited training providers deliver high-quality instruction that meets regulatory requirements, this position plays a critical role in preventing asbestos exposure and promoting safe asbestos practices.
Minimum Qualifications NY HELPS Minimum Qualifications:
Public Health Specialist Trainee 1 (Exposre Assessment), (NS - Grade 14): A qualifying bachelors or higher degree including or supplemented by 30 qualifying* semester credit hours
Public Health Specialist Trainee 2 (Exposre Assessment), (NS - Grade 16): A qualifying bachelors degree or higher degree AND one year of professional experience in assessing the impact of toxic substances on public health; OR a bachelors degree or higher degree supplemented by 30 qualifying semester credit hours AND one year of professional qualifying experience.
Public Health Specialist 1 (Exposre Assessment), Grade 18: A qualifying bachelors or higher degree and two years of professional experience in assessing the impact of toxic substances on public health; OR a bachelors degree including or supplemented by 30 qualifying semester credit hours and two years of professional qualifying experience; OR a qualifying masters degree and one year of professional qualifying experience; OR a masters degree including or supplemented by 30 qualifying semester credit hours and one year of professional qualifying experience.
A masters degree in a related field can substitute for one year of experience; and a doctorate in a related field can substitute for two years of experience.
Reassignment or Transfer: Current New York State Department of Health employee with permanent or contingent permanent status as a Public Health Specialist 1 (Exposure Assessment), Grade 18, or Public Health Specialist Trainee (Exposure Assessment); OR current New York State employee with one year or more of permanent or contingent permanent, competitive service in a title eligible to transfer, via 70.1 or 70.4 to a Public Health Specialist 1 (Exposure Assessment), Grade 18, or Public Health Specialist Trainee (Exposure Assessment), NS
Preferred Qualifications: The preferred candidate will have an interest in worker safety. They will have strong interpersonal skills with the confidence to initiate professional interactions independently. They will be detail-orientated and well-organized with excellent observational skills and strong note taking abilities. The preferred candidate will have the ability to exercise sound judgment and communicate constructive feedback in a professional manner. They must be reliable and punctual and have the ability to work independently without constant supervision.
Additional Comments Travel throughout several counties to areas not served by public transportation is required (70%).

Position may be filled at a trainee level (equated to a 14 or 16) or 18, depending upon the qualifications of the candidate.
